September 1, 1982 Park Board Minutes Page 2 <br />Van Hatten asked if the Finance Advisory Board is a result of the <br />money we anticipate-from the county. <br />Schmidt responded this was something that has been on the burner <br />for along time. <br />Anderson said that .the park transfer resolution will be sent. to <br />the Council on September 15th, The county has the money and is <br />ready to turn it over. <br />Fornell said there may be a hitch with the title to Hipp's property. <br />Anderson said even if the title isn't ready, would still like to <br />go ahead with the transfer. EQB record has been closed. Received <br />LeFevere's testimony but still waiting for Dayton's. <br />B. City Manager/Park Funding <br />Gunderman stated that last month the Park Board had talked .about <br />funding. Concerned about money for the city from the park fund.. <br />He thanked Jim Fornell.-for coming. <br />Fornell stated that New Brighton has an excellent.. park system. <br />The residents take pride in their parks. Took a tour of the parks <br />and: was able to put things in perspective. -Was concerned about the <br />city's ability to keep up with the state cutbacks. He stated he <br />became cautious - maybe too much. The vibes he receives from ..the <br />state seem to be positive. If this is the .case, the city shouldn't <br />see any decreases. Have lost over $140,000 in state aid over the <br />last two years. New Brighton has been able to use reserves. The <br />city has many operating expenses so capital improvements were watched <br />carefully. Just sent in New Brighton's budget to the state, one which <br />he feels is a prudent budget, Staff is looking at creative financing. <br />Looking at tax increment statements, trying to market land. Get land <br />on the tax roles. City°has a good Engineering Department bringing. in <br />revenue. Park & Rec. will help. Thinking of having= finance charges <br />for services in the Finance Department. The bottom line is carefully <br />handling resources,. The city has bonds that wi l build up surpluses. <br />Conceivably reimbursement money. could. be .used for Park and Rec. or <br />operating expenses. In Park Improvements, think th.e CIP that has <br />been passed on to the city council is acceptable. The parks are <br />mostly established. .Think the money .that. is spent on the parks is <br />a good investment, Feel facility improvements are warranted. <br />$100,000 for next. year could come out of the general fund. The <br />idea of setting up a-fund with Long,Lake reimbursement money is <br />good.. Have never thought of using the money for any other purpose, <br />Invest at the current rate of interest. Have no problem using that <br />money for CIP. In the future would like to see the fund also used <br />for operating expenses at Long Lake Park. The first couple of years <br />using it for capital improvements is not a problem, The improvement <br />on the golf course is justified. The size of the parking lot is bad <br />and the parking lot itself needs resurfacing. A maintenance building <br />is needed and improvement of 1st tee needs to be handled. The sale of <br />beer and liquor has been brought up. Support the beer but not the <br />liquor. That would. mean hiring a whole different staff. <br />
