September 1, 1982 Park Board Minutes
Page. 3
Olson mentioned beer by the churches would not be allowed.
Gunderman stated that in the past. the city council has been un-
decided in regard to the trust fund.. What are the options? Can
we have a safeguard against losing the whole works?
Fornell said he would have to. give. it some thought. The City-
Council is duly authorized to spend all monies. It could be set
up as a separate fund and a resolution would have to be adopted if
it were to be-used for other than park purposed. It would be just
a trust.
Gunderman said he would like to see the..-money designated in such
a way that it would be safeguarded.
Fornell said an ordinance could be set up but the Council can
change the ordinance. Legally don't. see anyway to tie it up
with a board, etc.
Johnson said he would like to see. the principal protected. Don't
care about the earnings and .how that is spent but have it as a
pool and could use it to build-upon.
Fornell said that once the city receives the money, publicize it
right-away as a trust fund for these types of services,.
Johnson said he would not like to see the money o hard to get
at that it could not be used if needed for a crisis,
Johnson .asked if anyone else had feel~.ngs about using the money
for only CIP.
Anderson said it has been an assumption that we wial use the money
.for operating expenses at Long. Lake. If we could-identify administ,ra-
five costs .incurred by Long Lake park and charge to this fund, could
make a case for that,
Gunderman said he favors what Johnson said about using the excess
but protecting the principal.
Johnson said he likes Fornell's idea-about advertising to the .public
as soon as we get the moneyR
Andersom said he likes Johnson's idea about getting ether people
to put into the fund.
Schmidt. said. the Lions would like to contribute money. There are
organizations that want to donate.
Anderson said we are talking about using a similar process for the
CIP. Might be able to tie it in somehow.
