March 15, 1982 Park Board Minutes Page 3 <br />City Council'. has said regional park is the best way. Long Lake <br />people have concerns .but-the Study Committee has handled those con- <br />cerns. If safety is a concern, then the best solution would be no <br />power boats on the lake at all. Don't .find great fault .with the-plan. <br />Don't think the planners set out. to destroy the park or-feel that any <br />park has been destroyed. How could it be bad to have a park? The <br />financial incentive to the city is great. Have been waiting i5 years. <br />Don't delay. If we don't go ahead now, we will have a long time to wait. <br />Bob Polzak <br />1693 14th Ave. N.W. <br />Not here to debate comments in favor or not. Some comments were stimu- <br />lating, some weren't. As a citizen, have serious sensitivities. Stood <br />in front of the-Park Board and expressed concerns previously. A sub- <br />committee was formed with lake residents, residents of New Brighton and <br />city officials to handle concerns. It is the- opinion of some of those <br />on the committee that the group was dictated by the county. .Some of <br />the comments by the members of the group were not accepted, A number <br />of months ago a presentation was made of the financial responsibility <br />of New Brighton and other financial models to finance the park.. The <br />financial model was not studied by the Park Board and government <br />officials. The financial proposal spoke to .leasing the property with <br />a purchasing option. Note that even tonight alternate proposals were <br />made.- Document dated March 11th is a simplistic evaluation of what <br />we are looking at. No answer was given to the report made earlier. <br />Lease not even mentioned in this proposal. Think. it is the Park Board's <br />responsibility to know where they are coming from. Need to hear the <br />concerned residents. Need to evaluate proposals. Who are you listening <br />to? Are you responsible to the City of New Brighton or the people out- <br />side the city? Where do you leave the City of New Brighton? Is there <br />opportunity for the city to do anything? The bottom line is money - <br />no quarrel with the City .Council telling Park Board. and residents money <br />is highly desirable to this city. Our proposal showed you granting the <br />County permission to purchase. After 20 years, the city could .get the <br />property back. $750,000 for. east side of Long Lake is not the best <br />possible price. No one will say the County got a bad deal. If you <br />want money, derive the best possible amount. Financial alternatives <br />were proposed. Wish you the best in your decision. <br />John Grieman. <br />1410 18th St. N.W. <br />Have several different concerns on the size of the park. 6,90.0 people <br />per day maximum seems to be very large to serve the City of New Brighton. <br />Creates hardship. of land.- trampled by overuse. Main .:concern was lake <br />usage.. Will. over use ruin it? Have fiscal concerns, A small portion <br />of use comes from New Brighton. Why 500 of the maintenance? It's not <br />fair. Master Plan calls for protection, monitoring of boat launch. <br />Can't see salaries being paid for this patrolling. Will be all year <br />long to patrol snowmobiles, The manpower situation has to be addressed - <br />if-.this is .not empty promises than it is a financial burden to New Brighton <br />residents. <br />
