March 3, 1982 Park Board Meeting <br />Page 2 <br />Ken Simons, Ramsey County Landscape Architect, reviewed :contents <br />of the master plan. He stated that the draft plan is a staff <br />document, it has not yet been approved. It is a starting point, <br />a working document. No design .details are included. When he <br />started working on this, his directive was consolidating the <br />parcels into one regional park site. The design has followed <br />along those lines. He displayed maps of the park and explained <br />the plans for .the various areas. Most of .the people who use the <br />park will be from New Brighton, Shoreview, Arden Hills, Roseville <br />and Mounds-View. People may come from ouside this service area <br />also. The total population of the area to be served is approxi- <br />mately 231,000. He said the two main goals of the park are to <br />provide activities for people using the park and to preserve it. <br />Simons went over the different areas of the park. <br />Development Concept <br />Simons stated the different. areas of the.-park: <br />Wildlife Sanctuary <br />.Large Group Picnic Area <br />Small Group Picnic Area <br />.Swimming Beach <br />Boat Launch <br />Interpretive Area <br />Day Camp <br />Fishing Docks <br />Simons said development will not take-place if the money <br />for maintenance is not available. <br />Nature Interpretive Area <br />No .nature center (.building) is planned. The nature interpretive <br />area is about 34 acres. <br />Large Group Area <br />About 300 people-can use. For Church .groups, etc. Parking <br />for 150 cars, [~l.ill have pavilion, kitchenette and .toilets. <br />Also games area, scattered picnic tables throughout the area. <br />Overflow area can be used for games or parking. There is <br />also a waterfowl. sanctuary. Any area where there is con- <br />struction planned is in an area that is already .disturbed. <br />A resident asked if alcoholic beverages would be .allowed in the <br />park. <br />Simons responded there is a policy which governs alcohol but it <br />would be allowed. <br />
