March 3, 1982 Park Board Meeting <br />Page 4 <br />Simons explained that the boat launch area was moved from. the <br />1977 location because it would be too expensive to regulate <br />power boaters on the south end. <br />Gunderman introduced those who helped with the plan (members <br />of the Long Lake Study Committee) <br />Jim Borgstrom Susan Brustman E11en Dahl <br />Pat Commers Carol Hansen George Carlson <br />Marv Cook Susan Mansfield Dorraine Olson.. <br />City Manager, James Fornell, gave information relating to the <br />financing.. <br />Fornell stated taxes are going up 30-40o in Ramsey County <br />this. year. Entering a difficult era in financing. City has <br />.three employees per every 1,000 residents. which is quite low. <br />The City gets only llo of the real estate taxes. Development <br />for Long Lake Park would be 2.5 mill for over 5 years starting <br />with 1982. Some expenditures may be put off until 1983 if the <br />plan is delayed. Money is allocated by Metro Council.. It is <br />not as though residents in the area pay-the -sole cost of the <br />park. Operating costs are split between Ramsey County and New <br />.Brighton. The .County is responsible for operation and main- <br />tenance, except for police, fire, and beach. <br />Fire: $1,000/year including vehicles & labor <br />Police:. $16,5.00/year for one full-time officer <br />(Feel no increase in staff is nece ary) <br />Contemplating using police reserve because <br />it is a public service. <br />Beach, Boat, $33,700 50% of the cost may be defrayed by <br />Fishing: revenue of .the beach through daily fees. <br />Prosecution of misdemeanors - self sustaining if fines <br />are collected. <br />Lf it is a locally developed park it would take a referendum on <br />the question of a bond issue. Would have to determine the level <br />of park development desired, which there may be a lack of consensus. <br />If there was an agreement, 12 mill (which is of Ramsey County/ <br />Met Council: proposal..) City incurred cost-are about $60,.000 per <br />year. Total cost would be 2 mills with the operations portion <br />being permanent, <br />A resident asked if this was a conceptual analysis that the <br />public could look at. <br />Fornell responded yes, <br />A resident asked if some of th 2.5 million came back to New <br />Brighton. <br />Fornell responded no. <br />
