February 3, 1982 Park Board Minutes <br />Page 2 <br />Schmidt commented that the City Manager is well aware of the <br />potential return that can be made with money markets, etc. <br />Money can be invested and available for park .use. <br />Van Hatten said the proposal looks like one where the city <br />has its cake and eats it too. Don't see anything new.. <br />Jacobs said the city should decide .which way it wants to <br />turn; will it lease the land to Ramsey County or have it <br />city-owned? <br />Gunderman asked what the Long Lake Study Committee's reaction <br />was. <br />Dahl said there was no reaction, just requested clarification. <br />The committee decided it was not their charge. The committee <br />did .suggest that Jacobs make the proposal he did at this meeting. <br />Carlson stated he would like clarification on the figures used. <br />in the report, how-they were determined. <br />Jacobs said that due to lack of information, assumptions were <br />made. If this is cost, what is the affect on the city. <br />Carlson said they were just estimated figures. <br />Jacobs said he didn"t even use percentages, just used arbitrary <br />numbers, just for discussion purposes. <br />Dahl said there are a number of advantages to the city.. If <br />we get money back, we can make money. <br />Jacobs said everything-has a financial impact on the city. <br />This proposal gives a different perspective of what .you were <br />trying to accomplish. <br />Schmidt. commented on financial considerations. A financial <br />advisory. board will be developed. They will be looking at <br />neighboring communities to find the needs. The city is looking <br />at all. kinds of situations to stay in good financial-shape. Tn]ant <br />to get as ..much for the park as possible and pay interest on bonds. <br />Now is a very difficult time to ,consider this kind of proposal. <br />Jacobs said the .city may find. themselves in a position to find a <br />revenue opportunity if the school district can no longer carry <br />out their activities.
