Emissions can be controlled by standard <br />construction practices and scheduling of construction activity.. Dust <br />emissions will be minimized following construction: access roads will be <br />paved, incoming trucks are enclosed as is the building and tipping floor. <br />Air pollutant emissions will result from waste combustion and from traf- <br />fic generated by the facility. Expected traffic volumes are low and will <br />not produce significant amounts of pollution. Table 2 shows annual esti- <br />mates of pollutants from the incinerator. The estimates have been made <br />by Consumat Systems, Inc. the proposed incinerator vendor. The estimates <br />presume that an electrostatic precipitator will be installed for particu- <br />late control. The facility would be classified as a minor source by the <br />MCPA since it will emit less than 250 tons per year of any single pollut- <br />ant. During facility operation the incinerator tipping floor will be <br />enclosed lessening impacts from this possible noise source. Fans and air <br />pollution control equipment will be the most noticeable noise sources <br />from the Facility. Incoming and existing truck traffic is another con- <br />tributor to operational noise levels. Adjacent properties are commercial <br />and- industrial uses, subject to the least stringent state noise stan- <br />dards. No adverse impacts are expected. The nearest sensitive area is <br />residential development more than a quarter mile to the west. <br />Odors will not be generated by the facility. Combustion temperatures are <br />.high enough to destroy odors in plant emissions. In addition, the waste <br />tipping .floor will be enclosed and the facility will be kept under nega- <br />tive air pressure to prevent odor emissions. <br /> <br />
