7

25. Describe the type and amount of solid and hazardous waste that will be
generated and the method and location of disposal.
No hazardous waste will be generated by the facility. Ash will be gener-
ated. Amounts are expected to be approximately 12 percent of the incom-
ing waste, by weight. Thus, if the facility operates at its 200-ton-per-
day capacity, there will be approximately 24 tons of ash generated
daily.
The residue is composed of both bottom ash from the incinerator and a
smaller amount of fly ash collected from the air pollution control equip-
ment. Because the organic content of refuse is destroyed during the com-
bustion process, the remaining material is predominantly mineral in char-
acter but has higher concentrations of metals and salts than usually
found in soil. The metals content is higher in fly ash than bottom ash.
It is often recommended that the two be mixed prior to disposal. It is
likely that the ash will be disposed of at a local landfill in Anoka
County. This will require testing of the ash and a permit from the MCPA,
Division of Solid Waste for its co-disposal with municipal solid waste.
U
26. Will the pro~eet involve:
a) Fish or wildlife habitat? X No Yes
b) A rare, endangered, threatened or special
concern species (animals and/or plants)? X No Yes
c) Movement of any residential or migratory animals? X No _ Yes
The Minnesota DNR"s Natural Heritage Program has reported that three rare
aquatic plants were found in the New Brighton area 40 years ago. No sub-
sequent sigtings have been made. The project site is not aquatic in
nature and it is otherwise unlikely that any rare, threatened, or endan-
gered species of plant or animal are present..
27. Do any historical, arehaelogical aor achitectural resources exist on or
near the project site? X No Yes
The Minnesota Historical Society has reported that there are no known
historical or archaelogical sites at the pro~eet location. However, a
brief archaelogie survey .was recommended because the site is in an area
known to have.a higher potential for prehistoric sites.
2~. Will the pro~eet cause the impairment or destruction of:
a) Designated park or recreation areas? X No Yes
b) Prime or unique farmlands? X No Yes
c) Ecologically sensitive areas? X No _ Yes
d) Scenic views and vistas? X No Yes
d) Other unique resources? X No Yes

The waste energy plant will be located in an industrial land development
area. The total acreage is 33 acres.. The building will be on a 5-acre
site with the industrial park. Existing industries within the industrial
park are:
1. Model Stone Company with a redi-mix concrete plant and external
material storage areas.
