Midwest Asphalt Company with a one-story office building, a two-story <br />repair shop, an asphalt redi-mix plant, and outside piles of aggre- <br />gate about 18 to 20 feet high. The incinerator building dimensions <br />ill be about 180 by 1b0 feet and 20 feet high. No outside. storage <br />will be needed. A truck scale platform will be needed also. -The <br />stack height at this point is estimated at 35 feet above ground level. <br />The industrial park is triangular in shape. Two sides are bounded by the <br />Minsesota Transfer Railroad company tracks, on the east by tracks called <br />Butchers Spur, on-the west by tracks called New Brighton Spur. Along <br />side these tracks is a berm 8 to 10 feet high which shelters parkland <br />from tracks and the industrial park. The energy plant would be shielded <br />from view of the parkland by the. berm, railway property, and the tree and <br />shrub screen that will be planted. The exhaust stack and steam vent <br />pipes could be visible from the parklands. The parklands. are designated <br />as open space and are not an organized type of recreational area. <br />There are no farmlands in the immediate area of the industrial park in <br />general and the plant site in particular. <br />There are no scenic views and vistas on the industrial park site as this <br />has been a flat, almost treeless industrial site since it was a stockyard <br />at the turn of the century. <br />29. What roads will receive increased traffic? (For each road indicate the • <br />current average daily traffic (ADT) and increase in ADT contributed by <br />the project.) <br />Haul routes to the facility would be primarily I-69~ and I-135W, Hwy. 10, <br />and Old Hwy. 8. Highway 8 would provide the direct access to the site. <br />Existing ADTs are shown in Figure 9. The project will generate trips by <br />approximately 40 to 50 trucks and an additional 15 to 20 employee cars. <br />This is not a significant traffic increase Por the haul routes. At <br />present Highway 8 has no signals or turn lanes to specially manage <br />traffic to and from the industrial park. <br />30. .Are adequate energy sources and utilities now available to service the <br />pro~eet? No X Yes <br />Municipal services and utilities are available on the site. but must be <br />extended to the exact facility location. <br />Project proposers expect to contract with local waste haulers to ensure a <br />reliable waste supply. <br />SUMMARY OF ISSUES <br />The near surface groundwater beneath a portion oP the site has been contami- <br />nated by a previous solvent business. Remedial measures have been agreed on to <br />remove contaminated soils. This is a separate issue which does not appear to <br />be affected by the proposed facility. <br />
