March 7, 1984 Park Board Minutes Page 3 <br />Proper said something could probably be done. <br />Gunderman asked Anderson if the ponding at Freedom would make <br />the park unusable. <br />Anderson said that to make the park usable for the water storage <br />and park uses, changes would~be very expensive. Probably close <br />to the cost of putting in bigger pipes. <br />Proper said two options would be: bigger pipes, or regrade the <br />park. But there are a whole range of other choices to incorporate. <br />Gunderman asked how we determine what needs to be done. <br />Proper said to determine. what needs to be .done at Freedom would <br />entail an extensive study.. For the purpose of the Stormwater <br />Management Plan., he suggested the Park Board go on record as <br />having. concerns about certain aspects but to recommend approval. <br />Anderson recommends the Park Board approve the plan but indicate <br />that water storage at Sunny Square, Veterans and Freedom be <br />further explored when it is time to do the plans and alterna- <br />tives can be looked at .then, The closer it gets to the plan. <br />stages, the easier it will be to make decisions. The plan is <br />a good one. It should not be thrown out because of the three <br />concerns. <br />Gunderman asked about. the funding.. <br />Proper stated each location is different. Sunny Square would be <br />done with storm sewer money, Veterans done with downtown develop <br />ment money. Don't know about funding for Freedom. <br />Janecek asked what happened to Freedom in '78 when we had the <br />100 year flood. <br />Gunderman didn't recall that it was bad. <br />Proper said he didn't think all. the area storm sewers were in <br />place at that time. <br />Janecek asked what the timeline was on the plan. <br />Proper said there is none but we have to have a 5 year .plan <br />according to State law. <br />Gunderman asked if the gravel pit (Innsbruck area) could be <br />made deeper and pond the-water from the Freedom Park area. <br />Anderson asked if it were close enough, <br />Proper said it's about 100 yards from the closest-storm .sewer. <br />Anderson said that it is a good option. <br />
