March 7, 1984 Park Board Minutes <br />Page 4 <br />Olson asked if the plan could be approved with the exception of <br />Freedom Park. <br />Anderson said that the Park Board should ask to be included in <br />the planning of all the. parks in regard to the Stormwater Manage- <br />merit Plan changes at the earliest stage of planning. <br />Proper agreed and said. that would be the safest way to make the <br />motion. <br />Motion by Gunderman., seconded by Olson, to recommend approval of <br />the Stormwater Management Plan but let the record show that portions <br />of the plan are unsatisfactory and Park Board approval is based on <br />the understanding that the Park Board be involved in .preliminary <br />planning of the Stormwater Management. Plan for Sunnys Square, <br />Freedom and veterans Parks. <br />Motion carried. <br />B. Lighted Athletic Field <br />In the 1985 CIP, $85,000 has been put in for the development of a <br />lighted athletic field, The lighted field has been in. the CIP for <br />about 9 years .and keeps getting bounced around from year to year. <br />During the CIP planning. process .last year Anderson agreed to do a <br />mini feasibility study. in 1984.. A possibility is putting lights <br />at Irondale. Have talked with John Ostlund from the School District, <br />Anderson recommends that the Park Board commit some funds from the <br />CIP to be matched by the School District to be used to hire an <br />architect consultant because the school field would be too complex <br />to do without help. <br />Gunderman does. not. see this as appropriate.: Fears that the School <br />District will get all the use and the City would get nothing. It <br />would not be good for New Brighton. The City lost a football field <br />that way. Freedom would be a good place for the lights,. let's keep <br />the lights in New Brighton. Gunderman understands that Irondale is <br />only a part of the feasibility study. Fear that in the. near future <br />other cities may be using the lighted fields too. <br />Anderson said if Irondale turned out to be the best location for <br />the lights, then a Joint. Powers Agreement would be done spelling <br />out who uses the facility and when. The City would probably have <br />use in the evenings... <br />Gunderman asked who would. do-the maintenance. <br />Anderson said we could split the maintenance It`s worked well at <br />Highview. <br />Johnson asked what the School District's advantage is. <br />Anderson said he thinks we can get a baseball diamond, merits <br />softball diamond and a women''s or cub diamond lighted.., We don't <br />have a quality baseball field at Irondale and the. field cannot be <br />maintained very well. <br />
