Rose said he likes getting as much park as possible, Janecek asked if the neighborhood residents were concerned with the density of the development. Putnam said the project wasn`t discussed in detail but they know what is in store and were kind of expecting it. They are realistic in understanding that it will be different than what they are used to. Carlson asked if the pond would handle drainage from a project with that density. Proper responded yes. B. Stormwater Management Plan Les Proper., City Engineer., said that the development of this plan began back in June of 1981. The Council authorized the study to be funded with revenue sharing.. Barr Engineering-was hired to do the study.. In 1983 State Legislature was .approved requiri;r~g .,.~~..1 cities in the Metropolitan area to prepare Stormwater Management Plans by 1987. The purpose of the plan is to: 1. Reduce, to the .greatest practi~7- extend, public capital expenditures necessary., to control excess volumes and rates of run off.. 2. Improve water quality. 3. Prevent flooding and erosion from surface flows. 4. Promote groundwater recharge. 5. Protect and.inhance fish and wildlife habitat and water recreation facilities. .....The City Council referred this plan to the Park Board and other City commissions for review. Proper feels it is a good plan and will be a valuable planning and management tool. He is suggesting public.. hearings and the plan will have to be approved by several State agencies. Len Kramer of Barr Engineering gave a slide presentation to ex- plain the plan and how it works. Gunderman was concerned where-the money for the plan would come from and why it was necessary and if we were making holding ponds out of our parks. Proper said in some cases there will not be any changes but the plan is set up so there will not be flooding in the residential areas Sunny Square will need.. some modifications but the streets will be redone in 3-4 years and. the modification can be done at that time. Anderson said that probably no grading will be necessary at Sunny Sq.
