July 29, 1985 Park Board Minutes <br />Page 2 <br />trance. To increase parking, the lot parking could be moved <br />into the hill near 8th. An amphitheater is in the preliminary <br />plans to the north of City Hall. It would be concrete and sod. <br />Veterans monument would also be in this area. The memorial <br />tree would be moved to this area also. The amphitheater may <br />or may not be included in the total City Hall package. It <br />would be cheaper to grade the amphitheater area while renovating <br />City Hall, rather than wait and do as a separate project. <br />The Park Board expressed concern about expanding the parking <br />lot because of the bad soil. <br />Farber stated the amphitheater is a scarey term because people <br />think of cement, but it would be sod and cement. <br />It was asked if a small parking lot could go in by Joe's Service, <br />holding about 12 cars. It was decided that the cost would be <br />too high for only 12 cars. Gilyard commented that if the 72 <br />parking spaces can't be put in, may have to take the ball field. <br />The Park Board wanted clarification on what was needed from <br />them regarding the plans. <br />Benke stated they would like discussion or comments on any <br />of the plans outside of City Hall. <br />Concern was expressed with maintenance for the amphitheater. <br />Anderson said it wouldn't be any more work than it is now. <br />Residents will expect something to happen at the amphitheater <br />if it's there. <br />Eichers said he is not convinced the amphitheater is necessary. <br />Share concern about maintenance. Could become a trash area. <br />Anderson recommended leaving the amphitheater in the plan <br />and stating it is an alternate. <br />It was mentioned that the amphitheater would create an area <br />for people to came after hours. There are no restrooms in <br />the area. Seniors would not use it because of all the stairs. <br />Another concern about where the shelter building would be <br />located was brought up because of the bad soil. <br />A few of the Park Board members felt the inside of the new <br />City Hall, the "tunnel", should have some plants. Some kind <br />of greenery. The building is very functional but also sterile. <br />Benke said he's not so sure there won't be plants. <br />
