July 29, 1985 Park Board Minutes Page 3 Dick said they can look at that more closely. Some items the Park Board should be addressing are the overall outside concept, the amphitheater. Dick understood the Park Board would like to approve landscaping and greenery closest to the building so they would have a go ahead to in- clude landscaping in the bid. It was asked if all of the landscaping could be deleted and done later as a separate. package. Farber said all of the other bidders will be including the landscaping. MOTION BY SEWARD, SECONDED BY ETCHERS, TO ACCEPT THE BASIC PLAN AS IS EXCEPT THE AMPHITHEATER. 3 AYES, 3 NAYS, MOTION FAILED. The Park Board asked Les Proper for his comments or ideas. Les responded that his concern was the poor soil. He is generally apposed to closing streets but. 3rd Ave'. is a maintenance problem so it would be ok. He feels the amphi- theater would be ok if constructed of light material. Johnson inquired if the Parks Department could do the outside landscaping with the stock from its nursery. Anderson responded no because specialized trees and shrubbery are needed. What we have in the nursery will not do. Concerns were again mentioned relating to the additional parking because of the bad soil and also that the amphitheater is there only because it will look good, not because of the need. If the parking lot is going to be a main entrance, we need more than the traditional landscaping around the building. Anderson told the Park Board that he does not ever recall residents requesting an amphitheater. He has heard requests far more cultural activities in the parks. He would have to look at the amphitheater with other priorities. If the money comes out of the building fund - Ok but if it is in line with other park projects, it is low priority. Benke felt that if the amphitheater is there., it will be used. Carlson said he would like to see the amphitheater done later and use that money to landscape the parking lot entrance area.
