July 29, 1985 Park Board Minutes Page 3 <br />Dick said they can look at that more closely. <br />Some items the Park Board should be addressing are the <br />overall outside concept, the amphitheater. Dick understood <br />the Park Board would like to approve landscaping and greenery <br />closest to the building so they would have a go ahead to in- <br />clude landscaping in the bid. <br />It was asked if all of the landscaping could be deleted and <br />done later as a separate. package. <br />Farber said all of the other bidders will be including the <br />landscaping. <br />MOTION BY SEWARD, SECONDED BY ETCHERS, TO ACCEPT THE BASIC <br />PLAN AS IS EXCEPT THE AMPHITHEATER. 3 AYES, 3 NAYS, MOTION <br />FAILED. <br />The Park Board asked Les Proper for his comments or ideas. <br />Les responded that his concern was the poor soil. He is <br />generally apposed to closing streets but. 3rd Ave'. is a <br />maintenance problem so it would be ok. He feels the amphi- <br />theater would be ok if constructed of light material. <br />Johnson inquired if the Parks Department could do the outside <br />landscaping with the stock from its nursery. <br />Anderson responded no because specialized trees and shrubbery <br />are needed. What we have in the nursery will not do. <br />Concerns were again mentioned relating to the additional <br />parking because of the bad soil and also that the amphitheater <br />is there only because it will look good, not because of the <br />need. If the parking lot is going to be a main entrance, we <br />need more than the traditional landscaping around the building. <br />Anderson told the Park Board that he does not ever recall <br />residents requesting an amphitheater. He has heard requests <br />far more cultural activities in the parks. He would have to <br />look at the amphitheater with other priorities. If the money <br />comes out of the building fund - Ok but if it is in line with <br />other park projects, it is low priority. <br />Benke felt that if the amphitheater is there., it will be used. <br />Carlson said he would like to see the amphitheater done later <br />and use that money to landscape the parking lot entrance area. <br />
