Locate offices and meeting buildings at places <br />safe and convenient access from all parts of <br />the City. <br />3. Locate and design office and meeting buildings <br />in such a'way~that they will be compatible with <br />surrounding uses and will be a positive influence <br />on the surrounding neighborhood. Without being <br />elaborate, public buildings should set a standard <br />for tasteful design, landscaping and compatibility <br />with other properties. <br />4. Locate office and meeting buildings in such a way <br />as to create a central area in New Brighton which <br />will serve as a focus for community identity and <br />activity. <br />5. Concentrate office and meeting buildings sa as to <br />promote economies of scale, more efficient communi- <br />cation and coordination, and reinforcement of the <br />focusing effect of public facilities. <br />6. Share office and meeting space with other units of gov- <br />ernment in order to avoid du!~licatian and scattering of <br />services. <br />STAFF ANALYSIS <br />The application for a special use permit and site plan approval is to <br />enable construction of a 9,280 square foot addition to City Hall. The <br />building addition will be constructed north of the existing structure <br />with the Community Development and Engineering Departments located up- <br />stairs and the Council Chambers and Courts offices located downstairs <br />in the new addition. A decorative banner will be constructed across <br />the front of the building. The proposed addition will have a brick <br />exterior to match the existing building. Rounded turret type structures <br />will be located on both corners of the building along 5th Avenue NW and <br />will house a conference roam, lunch ream and mechanical equipment. These <br />areas will have a metal exterior. In addition to the building expansion <br />there will be new landscaping around the building and improvements made <br />to Veterans Park. The front and rear entrances will be made prominent <br />features of the building and include vegitation for aesthetic enhancement. <br />City Hall is located in a B-~, downtown business zoning district. The. <br />purpose of the B-4 zoning is to encourage redevelopment and expansion <br />of existing businesses and promote new development in the "downtown" area. <br />Commercial and industrial development in the B~4 zoning is guided by the <br />B-3, General Business zoning standards. It is recognized that to en- <br />courage building within this area there may have to be exceptions ar modi- <br />ficatians to the normal zoning standards such as building setbacks, build- <br />ing height, parking, signs, etc..
