All drive and perking areas <br />will be curbed and the parking lot expanded. <br />A special use permit is required for expansion of existing facilities <br />in a B-4 zoning. The proposal to expand City Hall is consistent with <br />all special use standards outlined in Section 8-130: <br />1. The expansion City Hall will not create a <br />threat to public safety, health or welfare. <br />In fact the expansion of City Hall should <br />'help ensure the continued safety of the <br />community, especially through the expansion <br />of the police department facilities. <br />2. City Hall has the following surrounding land uses: <br />North - Park and Redevelopment area <br />(existing service station) <br />Cast - Veterans Park and St. John's Church <br />South - dire Station and single family homes <br />West - New Brighton Nursing Home and Redevelopment <br />Area (shopping center) <br />The expansion of City Hall to the north, into the re- <br />development area is compatible with all surrounding land <br />uses. <br />3. The expansion of City Hall will help to promote development <br />in the B-4 district by demonstrating that the City itself is <br />committed to revitalization of the downtown. The expansion <br />and upgrading of City Hall and the improvements to Veterans <br />Park will enhance the appearance of the area, especially <br />along 5th Avenue NW. <br />~. There are adequate utilities and access to City Hall. <br />5. The City Ha]] site conforms to all the B-3 zoning district <br />requirements, which are the general standards for development <br />in the B-4 zoning. <br />City Ha11 is a commercial use which does not easily fall into the off- <br />street parking requirements in Section 5-520. If the general office <br />requirements of one parking space per 200 square feet of gross floor <br />area was used City Ha]] would require 98 parking spaces. If the City <br />Council Chambers were considered separately under places of assembly, <br />requiring one space far each five seats, 85 parking spaces would be <br />required for City Hall. However, there are only 26 employees working <br />at City Hall during daytime hours (not including police officers). <br />In addition, Ramsey County holds court at City Hall only two to three <br />times per week. Staff estimates that ten parking spaces need to be <br />reserved for City vehicles. <br /> <br />
