August 6, 1986 Park Board Minutes Page 4 Williams said that St. John's .attorney made;ia clear at one of the Council meetings that St. John's supports the closing of 3rd Avenue. Johnson asked if the Park Board should make a motion that it supports the closing of 3rd A'l'e. Carlson said this plan doesn't show the closing of 3rd Ave. so we probably should make a motion to that effect. Williams agreed that a motion would be helpful. MOTION BY OLSON, SECONDED BY SEWARD, TO APPROVE VETERANS PARK PLAN (L-6) WITH THE ENLARGEMENT OF THE BALLFIELD AND VACATING OF 3RD AVE. Van Hatten asked if the motion should include moving of the shelter building. Olson said no because it is an engineering problem. MOTION CARRIED. VAN HATTEN ABSTAINED. Anderson showed the Park Board the parking plan. Anderson said he wasn't real happy with it - it is more of a planting plan than a landscape plan. It shows that we intend to screen and plant trees. Would have liked it to show some berming. Seward asked how many cars it could hold. Anderson said about 30. It is not a bad place for parking at all. The Fire Station may use it too. It makes alot of sense and it was a real bargain. Van Hatten said there is a slope to the south. Anderson said yes, there will probably have to be some cutting into the hill. That .will provide screening. Welcome any ideas the Park Board has on this plan. Van Hatten said the parking lot is needed. Eichers commented that some of the cost estimates on the items for Veterans Park seemed rather high. Anderson said if we were to go out and buy picnic tables, they would cost us close to $500. We do build our own. Because of safety factors, vandalism proof, liability, etc. these items are more expensive than .you might think. The .character of this park is a little different than our other parks also - there may be more elaborate items. Williams asked if the 2" bituminous path is the right material for the bad soil.
