April 2, 1986 Park Board Minutes <br />B. Long Lake Beach Service Agreement <br />Page 6 <br />The City Attorney looked at the agreement and made a few minor <br />recommendations. One major change was to change the wording <br />regarding the beach fee. The way it reads is that we would <br />have to charge 50~ for the .next 4 years. Don't like being <br />locked in to that fee. It would be reworded so that we could <br />raise the fee by 5G each year through 1989 and can sell season <br />or senior citizen passes if we so desire. <br />The City will be providing the small items needed for operation <br />of the beach and the County will provide the. large things. In <br />the agreement it was also changed to give the City more operating <br />time-than what the County proposed. The document from the City <br />Attorney looks good. Would like the Park Board to make a state- <br />ment that you agree. Hope to open the beach June 1 so this <br />needs to be done immediately. <br />Eichers asked if the 50~ fee was a parking fee.. <br />Anderson said it is a per person beach fee, not parking. <br />Rose thought perhaps the 11:OOam starting time was not early <br />enough. <br />Van Hatten also felt it strange that the starting time. for <br />weekends was later than week days. <br />Anderson said that was standard. <br />Van Hatten asked if the beach would be a money maker. <br />Anderson said no. $50,000 was budgeted and we expect to take <br />in only $15,000 the first year and increase that the following <br />years. In 5 years we should recover 75% of the cost. Food <br />will pay for itself. <br />Johnson asked if the beach grand opening will be a part of <br />Stockyard Days. <br />Anderson said hopefully yes. <br />Anderson said flexibility in the beach hours could be built <br />into the agreement. <br />Anderson said the City Attorney added a phrase after the beach <br />hours that reads "...but in no event shall the area be opened <br />before sunrise or extend past sunset." <br />MOTION BY VAN HATTEN, SECONDED BY ROSE, TO APPROVE THE PROPOSED <br />AGREEMENT WITH RAMSEY COUNTY AND THE CITY FOR LONG LAKE BEACH <br />AS MODIFIED BY THE CITY ATTORNEY. MOTION CARRIED. <br />
