Chapter 6 Community Facilities ass <br />*Operations-and Maintenance ... a park system needs con- <br />tinuous care for efficient utilization of space. Parks oper- <br />ation and maintenance .may not be a park objective; but, <br />each is essential to the park system in affording a poten- <br />tial experience to each park user. <br />Policies 1. There should be continued citizen participation through <br />surveys, public hearings, etc. in the planning, develop- <br />. ment and evaluation of park and recreation open space <br />facilities and activities. <br />2. Acquisition and/or development of recreation open space <br />should emphasize location. <br />3. Where feasible, obstacles which isolate a neighborhood <br />from a park site should be avoided. <br />4. Local schools, both public and private, should be <br />encouraged to develop their recreational facilities <br />and environmental study areas in coordination with <br />County and City plans. <br />5. The private sector should be encouraged to provide play <br />areas in residential areas, and to give public easements <br />for pathways and trails when land is to be developed. <br />6. Park development should continue to provide a balance <br />of facilities among the population age groups and be- <br />tween active and passive recreation. <br />7. The protection and wise management of natural <br />resources should be an integral and basic part of all <br />park development plans. <br />8. Plans for development of any kind within the City <br />should be compatible with the park plans. <br />9. Park shelters should maintain a consistent building <br />design provided such design is compatible with the site <br />and neighborhood. <br />10. Develop each neighborhood park so that basic recrea- <br />tional needs of that neighborhood can be met. <br />11. Insure that development of Long Lake Park is compatible <br />with the needs and desires of New Brighton residents, <br />protects the resource and provides ample opportunities <br />for picnicking, trails use and other passive/individualized <br />activities. <br />12. Insure that as parks are developed or refurbished that <br />t ~ needs of special populations are considered and met in <br />~`', so far as possible. <br />
