Civic groups, businesses and individuals will be encour- ~.~'; <br />aged to participate in planning, funding and construction ~_~ <br />of park improvements. <br />14. All facilities constructed will conform to local building <br />codes and State of Minnesota energy guidelines. <br />Goals To provide adequate park and recreation open space and <br />facilities to provide for the needs of the potential population <br />projected for the City. <br />More specifically: <br />1. Provide a park and recreation system of sufficient size <br />to meet the national standard of 1 to 1 %i acres of recrea- <br />tion open space per 100 population. <br />2. Provide a recreation open space within walking access <br />of every resident. <br />3. Develop park facilities to consider the needs of various <br />user groups. <br />4. Preserve and enhance the aesthetic qualities of parks <br />and open space. <br />5. Promote and encourage cooperative development of <br />park and recreation activities and facilities between the <br />City and other governmental units. <br />Implementations 1. Allocate sufficient funds in the annual operating budget <br />to include planting, maintenance and renewal of trees <br />and grounds. <br />2. Explore cooperative agreements with other units of <br />government and School Districts 282 and 621 to fully <br />utilize facilities and services. <br />3. Consider the acquisition of tax-forfeit or surplus <br />government land for recreation uses which are consistent <br />with. adopted park plans. <br />4. Prepare and adopt an active program aimed toward <br />protection and maintenance of the natural resources of <br />each park, including preservation of unbuilt upon, <br />open land. <br />5. The Park and Recreation Department, in conjunction <br />with the advisory Park Board, should annually revise <br />aheir comprehensive park and recreation open space <br />plan and update when necessary. a,., <br />~~;. , <br />~.;;~;: <br />
