All facilities constructed will conform to local building codes and State of Minnesota energy guidelines. Goals To provide adequate park and recreation open space and facilities to provide for the needs of the potential population projected for the City. More specifically: 1. Provide a park and recreation system of sufficient size to meet the national standard of 1 to 1 %i acres of recrea- tion open space per 100 population. 2. Provide a recreation open space within walking access of every resident. 3. Develop park facilities to consider the needs of various user groups. 4. Preserve and enhance the aesthetic qualities of parks and open space. 5. Promote and encourage cooperative development of park and recreation activities and facilities between the City and other governmental units. Implementations 1. Allocate sufficient funds in the annual operating budget to include planting, maintenance and renewal of trees and grounds. 2. Explore cooperative agreements with other units of government and School Districts 282 and 621 to fully utilize facilities and services. 3. Consider the acquisition of tax-forfeit or surplus government land for recreation uses which are consistent with. adopted park plans. 4. Prepare and adopt an active program aimed toward protection and maintenance of the natural resources of each park, including preservation of unbuilt upon, open land. 5. The Park and Recreation Department, in conjunction with the advisory Park Board, should annually revise aheir comprehensive park and recreation open space plan and update when necessary. a,., ~~;. , ~.;;~;:
