October 7, 1987 Park Board Minutes Page 3 <br />V. New Business <br />A. Ark Housing Proposal <br />Kevin Locke, Community Development Director, stated the city <br />is working with a developer on a senior development project. <br />The project is being planned next to Veteran's Park. Kevin <br />Locke introduced Gene Rezac, developer, to the Park Board. <br />Locke stated that the plan is a proposal and is not final,. <br />changes can still be made if necessary. <br />Rezac commented that already the Council had asked that the <br />building be moved back. The fire chief wants a road around <br />the building so that emergency vehicles could get to within <br />150' of anywhere in the building. Rezac felt that it could <br />be done without having a road around the whole building <br />which would make it unattractive and would use valuable <br />space. <br />Rezac said the building would have about 80 units. Four <br />houses will come dawn. The apartment building may be kept <br />and remodeled. Landscaping could be done to buffer the <br />building from the park. <br />Johnson said he wasn't sure a buffer was necessary. <br />Anderson said perhaps the landscape plan for Veterans could <br />be blended with this new building. <br />Rezac said that half of the units will be for low to <br />moderate incomes. Units will be 1 and 2 bedroom. <br />Transportation is planned for the residents. Rent will be <br />approximately $400/month. <br />Johnson thinks this is an excellent idea. <br />Anderson said he had two concerns which may already have <br />been solved; 1) Move the building back, 2) Not crazy about <br />the road. Instead of the road grids could be put in and <br />sodded on top of them so on that it would be a more <br />driveable surface. <br />Rezac said the building will be three stories with a <br />sprinkler system on each level. <br />Rezac said the building will be lowered as much as possible,. <br />it depends on the water table. There will be 25 parking <br />spaces outside .and 1 stall per unit underground. <br />
