October 7, 1987 Park Board Minutes Page 4 <br />B. Charitable Gambling <br />Anderson said there has been discussion between staff and <br />the Council about charitable gambling. The Muni, Eagles, <br />and the American Legion have pull tabs and the Brandywine <br />will be starting. Of these charitable organizations, the <br />Lions have been the most generous, probably because they <br />don't have a building so they don't have the overhead <br />expenses.. The Lions have just made a commitment to give <br />$4,500 for Veterans Park. Anderson said he is trying to get <br />more for the concert building. The building would be a <br />memorial for Herman Behrens who was an ex-Lion and fire <br />chief. His wife was enthusiastic about the idea and the <br />Lions seemed to like it too. <br />Anderson said that requests for help on Vets had also gone <br />to the Eagles and the American Legion but there was no <br />response. We had also requested help from the Legion and <br />the Eagle for our "Growing Younger" program, no response. <br />Johnson asked how all this affects the Park Board. <br />Anderson asked the Park Board if it feels it is appropriate <br />for the City/Council to request that funds be given to the <br />community. <br />Johnson said he didn't see anything wrong with a letter <br />going out saying that donations for the following things. are <br />being taken, by donating in this way you will be fulfilling <br />your responsibility. <br />C. Civic Center Discussion <br />Anderson the Park Board has looked at Brooklyn Center, Eden <br />Prairie, St. Louis Park,. Minneapolis and Columbia Heights <br />Community Centers. Have seen many facilities from pools and <br />ice skating rinks to meeting rooms and gyms. Costs have. <br />ranged from 1 and 2 million to 4 1/2 million. Space <br />requirements are a minimum of 10-12 acres. Political <br />climate is, at best, uncertain. Inver Grove Heights has <br />spent $80,000 on consulting fees and probably won't event <br />bring it to a vote - there is no support from the residents. <br />Issue to the Park Board is: .what do you want to do from <br />here? Continue the process or abort it? <br />
