Apri16, 1994 New Brighton Park Boazd Minutes 2 <br />V. New Business <br />A. Pike Lake School Request <br />Anderson stated: Pike Lake School is requesting $15,000 toward <br />updating the playground equipment at the school adjacent to Freedom <br />Pazk. The original equipment installed was a joint effort between the <br />School and the City. We have $10,000.00 set aside for pazks. <br />The Pazk Boazd inquired if grant money and donations or other ways <br />to raise money were addressed. Anderson informed the Pazk Boazd <br />that the PTA has already raised appmximately $15,000 by doing that. <br />Anderson said the equipment would be handicap accessible. The <br />equipment would be in addition to what is already there. Anderson <br />thinks the surface would be either wood fiber or sand. The playground <br />is .used as the playground for Freedom Pazk. The school maintains the <br />equipment. <br />MOTION BY KINZIE, SECONDED BY OCEL, TO CONTRIBUTE <br />$10,000 TO THE PIKE LAKE PLAYGROUND EQUIPMENT. <br />MOTION CARRIED. <br />B. -Rice Creek Trail Review <br />Anderson informed the Pazk Board that in 1979 the City was asked to <br />approve the linking of the exiting trail with Fridley which goes to .Elm <br />Creek Pazk and Long Lake Regional Pazk <br />1. Along the creek <br />2. Along the railroad track <br />3. Along County Road H <br />4. Along Mississippi St. <br />After discussion, the Pazk Board recommended a split trail; to put a X- <br />Country ski trail on the railroad track and biking on Mississippi St. <br />This was then forwarded to Ramsey County and delayed because of <br />funding. Now Ramsey County has acquired an easement and funding <br />is now available. <br />Larry Holmberg from Ramsey County briefly described the history and <br />concerns that have been expressed regazding the trail. Traffic studies <br />have been done and issues of number of cars traveling on crossing <br />azeas and site distance have been considered. Typical sidewalk <br />crossings are being considered. The use of green crossing signs has <br />been suggested to catch people's attention. At the crossing at Long <br />Lake Road there is a jog in the path. We would be putting in a gate or <br />something so people will not go straight through without stopping at the <br />stop sign. A 25' strip, 7 1/2" bituminous path will be used.. Did <br />notify the 471ots along the proposed trail. About 30 attended that <br />meeting. Met with about 10 - 12 people regazding screening with <br />landscaping. Most people preferred a vegetation buffer as opposed to <br />fencing. <br />
