MUNICIPAL ADVISORY COMMITTEES REORGA1~tIZATION 4 <br />Recommended Changes ' <br />Introduction: <br />The New Brighton City Council initiated a process in early 1994 for conducting a thorough review of the <br />organization of the nine municipal advisory committees to determine where organizational improvements might be <br />made. The Ciry Council's goal in this comprehensive effort was to ensure that our municipal governmental process <br />was being handled as efficiently and effectively as possible using the extensive participation of local residents and <br />representatives. <br />The review process included committee meeting discussions to collect information and feedback from all municipal <br />committee members. All of the feedback received was incorporated in a staff report which was subsequently <br />reviewed and modified by an ad hoc Council/Committee Chairperson/Staff Committee. The recommendations <br />identified below were developed through the efforts of this ad hoc committee. <br />It is the City Council's intent that any reorganizational issues be implemented as of January 1, 1995 and be <br />considered by the Council within its 1995 committee appointment process. <br />Structural/Procedural Issues: <br />A. Committee Size <br />Existing committees will be requested to consider and recommend an appropriate size of their committee to <br />the City Council prior to October 31, 1994. This committee size shall range between seven (7) and nine (9) <br />members. The determination shall be made after each committee has an understanding of their revised <br />committee responsibilities. <br />New standing committees will have an established committee size of nine (9) members. Committees will be <br />encouraged to draw additional membership from the community for any subcommittees established. <br />B. Term Limits <br />Committee membership terms shall be limited to a maximum of three (3) three-year terms. Committee terms <br />shall be structured so that they overlap with each other and shall provide that approximately one-third of <br />committee membership expire each year. The following matrix provides for how term limits shall be <br />staggered: <br />EXPIRING TERMS <br />Membership Size Year One Year Two Year Three <br />7 2 2 3 <br />g 2 3 3 <br />9 3 3 3 <br />If for some reason there are no members of the community interested in serving on the committee at the time <br />of the appointment process, a committee member that has served their maximum allowable length of .service <br />may be reappointed by the Council for one additional three-year term. <br />
