Page Two <br />Advisory `Reorganization <br />Recommended Changes <br />Members completing their maximum length of service may become a member of another municipal <br />committee immediately or return to the same municipal committee after a one yeaz absence, subject to the <br />normal Council appointment process. <br />If a committee member resigns from any committee in the middle of a term, the City Council will appoint a <br />new member to the committee to complete the term. of the vacated seat. Mid-term appointments shall be <br />considered a full term for determining term limits. <br />(The City Council desires to consider further the appropriate number of terms to be established for the <br />Planning Commission.) <br />Current Membership Transition: <br />Terms to committees shall be structured so that beginning in 1995 existing members would be reappointed for <br />one, two, or three years. The longest tenured members would receive the shortest term. <br />C. Election or Appointment of Committee Chairs <br />Each committee shall elect their own chair each year except as otherwise provided by State Statute (Planning <br />Commission Chair is appointed by City Council; the Civil Service Commission Chair is assumed by <br />Commission member entering the third year of a three-year term.) <br />The criteria for becoming a chair shall be as follows: <br />• The member has served a minimum of two years on the committee <br />• The member has good attendance record and believes they will make all meetings while chair <br />• The member has demonstrated leadership and involvement in past committee issues and projects <br />• The member has demonstrated ability to understand and further the municipality's overall mission, <br />specifically relating to the committee's responsibilities <br />• Council may remove a chair (a member who has misused their position as a detriment to the <br />committee's effectiveness or cause unnecessary legal or financial liability) <br />D. Recruitment of new Committee Members <br />The new Public Policy Commission shall be charged with the responsibility of reviewing and developing <br />recommendations as it pertains to the recruitment of new committee members. This commission should <br />recommend a more aggressive mazketing approach for each committee. The committee should also consider <br />and define diversity guidelines to direct the recruitment and selection of each committee's membership. <br />
