Current Membership Transition: Terms to committees shall be structured so that beginning in 1995 existing members would be reappointed for one, two, or three years. Election or Appointment of Committee Chairs Each committee shall elect their own chair each year except as otherwise provided by State Statute (Planning Commission Chair is appointed by City Council; the Civil Service Commission Chair is assumed by Commission member entering the third year of a three-year term.) The criteria for becoming a chair shall be as follows: • The member has served a minimum of two years on the committee • The member has good attendance record and believes they will make all meetings while chair • The member has demonstrated leadership and involvement in past committee issues and projects • The member has demonstrated ability to understand and further the municipality's overall mission, specifically relating to the committee's responsibilities • Council may remove a chair (a member who has misused their position as a detriment to the committee's effectiveness or cause unnecessary legal or financial liability) D. Recruitment of new Committee Members The new Public Policy Commission shall be charged with the responsibility of reviewing and developing recommendations as it pertains to the recruitment of new committee members. This commission should recommend a more aggressive mazketing approach for each committee. The committee should also consider and define diversity guidelines to direct the recruitment and selection of each committee's membership.
