Page Three N <br />Advisory Reorganization ~' <br />Recommended Changes <br />E. Attendance <br />Attendance is deemed to be of utmost importance with each municipal committee.. Therefore; specific <br />provisions shall be developed whereby a member will be removed from the committee if absent from <br />regularly scheduled committee meetings four (4) times in a single calendar year or three (3) consecutive <br />meetings. The procedural approach will provide that the staff liaison will contact the member after missing <br />two consecutive or non-consecutive meetings. The city manager will be responsible for notifying the member <br />when this removal procedure is necessary and shall inform the Council when taking such action. <br />In the interest of recognizing unintentional absences or unavoidable conflicts, it is intended that some <br />flexibility be incorporated into the attendance provision. Attendance requirements shall not include excused <br />absences caused by the following: <br />• Short term temporary illness which makes the member incapable of attending the committee meeting <br />• Business purposes (maximum one excused absence) <br />• Death within the immediate family (immediate family is defined as mother, father, spouse, child, <br />sibling, grandparents, in-laws, uncles, aunts, nieces, nephews). <br />The Council reserves the right to reconsider a forced resignation of any member under these provisions after <br />giving due thought to the circumstances involved. <br />F. New Member: Orientation <br />The staff and council liaisons shall be responsible for orienting new committee members. This orientation <br />session shall occur before the new member's fast committee meeting. This first session shall provide the <br />new member with the direct attention of the staff liaison, council member liaison, and committee chair. New <br />members shall be provided a written history of the group's purpose and past minutes sufficiently so that the <br />new member has a full and complete understanding as to the committee's responsibilities and processes, <br />including how the committee functions within the municipal organization. <br />Furthermore, committees shall be integrated into the annual municipal planning and._retreat process. <br />Committee input regarding municipal projects, issues, and procedures shall be requested several months <br />preceding the annual councilldepartment head retreat in order to be incorporated within the annual planning <br />effort. <br />G. Committee Staffing <br />Staff teams shall be assigned to committees having broad jurisdiction such as the proposed Public Policy and <br />Public Safety Committees. One staff person shall be responsible to ensure that meetings aze scheduled and <br />information packets aze sent in sufficient time for members to become familiar with meeting agenda issues <br />and recommended actions. <br />H. Organizational Transition Period <br />The City Council shall consider the transitional desires of any member whose committee is being eliminated <br />as a result of this reorganizational effort to be considered for other committees of their choice. The City <br />Council obviously cannot assure that such appointments shall be made because of limited committee sizes.. <br />
