December 2, 1992 Park Board Minutes <br />There are provision for one city to buy another out if one builds their <br />own center. <br />The Task Force discussed transportation to the center. (Most people <br />(on an average) would be 3 miles from the center. <br />Rice Creek Center Site <br />Church Upon the Rock is still considering the Rice Creek site. A <br />second hearing is scheduled for late December. The church outgrew <br />their facilities in Mounds View. Would like space for approximately <br />3,000 and a school for 400-500 kids in all 12 grades. <br />If there is not aMulti-City Senior Center built at the Rice Creek <br />location, perhaps New Brighton should do something with the Rice <br />Creek space. <br />2 <br />Trevorrow inquired if the City would try for a community center again. <br />Anderson commented that the issued gets raised but he would be very <br />surprised if it would be seriously considered unless something big <br />happens in downtown New Brighton. <br />V. New Business <br />A. "Round Up" Program <br />Roseville is the first in Minnesota to use this program. New Brighton <br />could be second. <br />Residents could round up their water/sewer bill to the next dollar <br />amount (or more) if they wish i.e. if their bill was $51.40 they could <br />pay 552.00). <br />Roseville uses their "round up" money on environmental and <br />beautification projects. Residents were asked to commit to the <br />"Round Up" program for one year. <br />Olson felt something should be done with the money right away so <br />people can see where their money goes. <br />Anderson agreed that the money should be used for things people can <br />see. <br />MOTION BY KINZIE, SECONDED BY ETCHERS, THAT THE PARK <br />BOARD SUPPORT THE "ROUND UP" PROGRAM WITH HALF THE <br />MONEY SPEND IMMEDIATELY FOR "HABITAT IMPROVEMENT AND <br />BEAUTIFICATION" AND THE OTHER HALF PUT IN THE CAPITAL <br />IMPROVEMENT FUND FOR THE SAME TYPE OF PROJECTS. MOTION <br />CARRIED.. <br />
