Qctober 7, 1992 Park Board Minutes ~ 2 <br />B. Multi City Sr. Center. Task Force <br />Cities of Spring Lake Park, Mounds View, Fridley, New Brighton have <br />been discussing a cooperative senior center. Working on cost <br />estimates for each site proposal; Rice Creek Center and land south of <br />Medtronics. Report should be finished in November. In January or <br />February it will go before four city councils for approval. Seniors must <br />rally around the project or it won't happen. <br />V. "Innsbruck" Park Meeting <br />Grading plans for the development have been reviewed and approved by <br />the City of New Brighton, Watershed District and Corps of Engineers. The <br />grading plan was approved by the Council one year ago. Possession of the <br />park does not take place until October, 1993 and development in 1994. <br />Grading and seeding may take place in the fall of 1993. The preliminary <br />plan will be brought back to residents to critique. The final plan will go to <br />the City Council 525.,000 is budgeted for 1994, 525,000 for 1995, <br />520,000 for 1996. The park will be developed in stages; much of the <br />work will be done in-house. <br />Anderson showed a map of the park design; it is an unusually shaped park. <br />We must balance what the residents want and need and balance with the <br />New Brighton Park system. The low, water storage area will not be <br />developed. No high noise activities will be planned near homes if possible. <br />The play equipment will be kept away from the road. There will be a <br />.significant number of people in the townhomes to the south. <br />Kinzie asked if the pond takes away from the park land. Anderson did not <br />think it was a significant amount. <br />The City originally owned some of the land. Additions and exchanges will <br />make housing and the park-available. Developers contribute land and/or <br />money for park development. The access trail to the west is 40' wide. <br />Now 5 houses are in the area. There may be space for a soccer or ball field <br />(like Meadowood -elementary size). Innsbruck will be a neighborhood <br />park, not a community park.. The area behind Minar Ford is zoned <br />commercial. It is up for sale, no development is planned now (4-6 acres) <br />5200,000 mentioned. <br />Comments from neighborhood members present are as follows: <br />Jeff Cheil - 12th St. stated there was a block party and business meeting <br />with about 75 % of neighbors in attendance.
