April 18, 1991 Park Board Minutes <br />4 <br />Engineering is looking for an area to hold and store <br />water and release it slowly; to allow nutrients and <br />sediment to settle so that they do not all flow into the <br />creek. But if this is allowed, we would have 2-3 feet <br />of standing water at Sunny Square. The solution is to <br />allow the water to flow into the Creekview area. A <br />berm could be created along the north edge of the creek <br />to hold the water in place. Fill could be brought in to <br />continue berm down the creek. That would clean up the <br />area and make the maintenance easier. It is a win/win <br />solution. <br />Johnson asked if path would be blacktopped. <br />Anderson said it could be done at a later time but for <br />now it will be limestone. <br />Johnson said it could even be a bike path. <br />Anderson said not at this time. <br />MOTION BY OLSON, SECONDED BY CARLSON, TO ACCEPT THE PLAN <br />AS PROPOSED. MOTION CARRIED. <br />Gunderman mentioned getting the Park Board involved in <br />program areas. Would like to get the Park Board <br />involved quickly because some decisions will need to be <br />made soon regarding budget cuts. Pat Tuma and Kelly <br />Schultz would be available to attend a Park Board <br />meeting. Something will go to the Council in August. <br />Seward clarified that the Park Board would review the <br />programs offered by the Department. <br />Anderson said yes. <br />Johnson suggested looking at which programs have the <br />greatest attendance and keep those operating. <br />Anderson said it is not that simple. For instance the <br />department offers an Adaptive Rec. program for mentally <br />and physically handicapped. The registration numbers <br />are not high but the program is important. <br />Gunderman said some questions need to be answered. Why <br />are we here? Who doe we serve? How do we measure <br />needs? Gunderman said combining programs with other <br />communities may be a solution. <br />Carlson said that is a good idea, budget crunch or not. <br />Anderson said we do it as staff on a regular basis. We <br />need a formal process. Council wants it and staff want <br />it. Think about how it should be structured. <br />
