Shoreview's ordinance <br />was good to use as a model. <br />• Is there data that we could obtain from Public Safety regarding citations or <br />anything that would show we have a problem. Several commissioners agreed <br />that this was needed. <br />• The ordinance is unclear as to what happens between the hours of Sam-8pm. <br />MOTION BY JASKOWIAK, SECONDED BY GREACEN, TO TABLE THIS <br />ITEM UNTIL THE NEXT MEETING, PENDING GATHERING OF <br />INFORMATION FROM THE DEPARTMENT OF PUBLIC SAFETY ON <br />DATA RELATED TO DRINKING IN THE PARKS, CITATIONS OR ANY <br />INSTANCES IN THE PARKS WHERE THE ORDINANCE WAS DEEMED <br />UNINFORCEABLE OR OFFICERS HAVE DECIDED NOT TO CITE <br />SOMEONE, BECAUSE THEY THINK THE ORDINANCE IS <br />UNINFORCEABLE. <br />There was some discussion whether drugs should be included in the warding of <br />the alcohol ordinance. Most commissioners felt that because drugs are illegal and <br />it is a Public Safety issue; it is not something the Parks, Recreation and <br />Environmental Commission should be including. <br />MOTION CARRIED. <br />Jeanne Balfanz, Facilities Use Coordinator, was present and told the Commission <br />that she had gathered the information regarding the neighboring community's <br />alcohol policies. The alcohol issue is challenging because those making <br />reservations are following established policy, however, general park users are not <br />abiding by the policy. Therefore, we axe not being consistent. With rentals there <br />is someone responsible for the reservation. There are parameters for those who <br />rent. Our rental policies may be inconsistent with the ordinance; due to the <br />ordinance needing clarification. <br />E. Local Trail Connections <br />The goal was to do some re-education. Commissioners received trail information <br />in their packets. A newspaper article on trail connections was also included. Most <br />of the information received could also be found in the Strategic Plan Book. Also <br />included in your packet was a sidewalk and trials map of what is currently in New <br />Brighton. There are grants that are available for this. We have solicited for Safe <br />Routes to Schools Grant and at the end of February we will be submitting a grant <br />request from the DNR to do Ramsey County connections from Ramsey County to <br />what will be the new Northwest Quadrant. <br />Commission comments: <br />• Concerned about where the money will come from for projects we have in <br />. the Strategic Plan. There is no specific money in 2007 for the strategic <br />plan. There is a possibility that park dedication money could be used for <br />trails. We are also going after grant money. There will be money coming <br />into the park dedication fund as the homes of the northwest quadrant get <br />built. <br />3 <br />
