I

I

I

Council Meeting Minutes
March 25, 1986

Public Hearings, continued

Art Burg, 85 Third Avenue S.E., asked if the drive-over curb
could be installed for snow removal purposes; Proper reported
that Burg's building is a combination of industrial/apartments/
commercial and that Burg is contemplating an addition. Proper
indicated the parking is currently partially on the right-of-way
but felt that, if something could be worked out with the building
codes when the permits are requested, the city could consider
the drive-over curbing for Burg's building.

In response to Burg's question concerning assessments on the cul
de sac, Proper indicated the assessment would be made as if the
street went straight and stated catch basins would be installed
in conjunction with the new curbing.

Benke asked about drive-over curbing on for the building on the
corner of First Street and Cleveland; Proper stated it would have
drive-over curbing if it currently was not violating the zoning
code, and will pursue the issue before final plans are drawn.

Al Fine, 280 First Street, asked if any trees would be removed;
Proper indicated as few trees as possible would be removed when
the street is widened about ten feet.

Fine asked why this project is estimated at $19 per front foot
when a previous project was $16 per front foot; Proper indicated
the assessments were based on the same formula, but that the
formula was affected by the number of properties and the amount
of dead footage involved (side or rear yard).

Fine asked if they would know what they would lose before the
project is done; Benke stated, if the project is approved
tonight, Proper and his staff would prepare plans and specifica-
tions which would include checking all the details, including
the trees; Proper indicated he would be in touch with Fine when
he has more details on the project.

Proper stated he would also check into Fine's freezing water
situation.

Benke stated he received a letter dated March 19, 1986, from
Delfis Ball, owner of the building at Cleveland and First Street,
regarding the curbing on the corner lot.

As there were no further questions by councilmembers or the
audience, Schmidt moved, seconded by Williams, to CLOSE THE
PUBLIC HEARING.

5 Ayes - 0 Nayes, Motion Carried

Page Ten
