<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Public Hearings, continued <br /> <br />Emerson asked if a portion of the street would be torn up for a <br />full year; Proper indicated it would be left as it is for the <br />first year, but noted there would have to be excavation for <br />services but they would be patched back in. <br /> <br />Emerson expressed concern about the vacated street with regard <br />to liability and insurance; Proper indicated the vacated road <br />would be obliterated as part of this project, noting it would be <br />graded and seeded the first year. <br /> <br />In response to Benke's suggestion, Proper stated he would take a <br />look at barricading the vacated road because it is a private <br />road. <br /> <br />Rick Denson, 25 - 12th Avenue N.W., asked about the provision for <br />the dirt road to the park because of the anticipated increase in <br />traffic; Gunderman felt that item should be addressed to the Park <br />and Recreation Director. <br /> <br />As there were no further questions, Gunderman moved, seconded by <br />Schmidt, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Williams, to ADOPT RESOLUTION <br />ORDERING IMPROVEMENT AND AUTHORIZING PREPARATION OF PLANS AND <br />SPECIFICATIONS FOR PROJECT 86-2, THE INSTALLATION OF STREET AND <br />UTILITIES TO SERVE BEL-AIR PARK PLAT NO.9. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />With consent of council, all Public Hearings for this year's <br />improvement projects will be held after the projects are <br />completed. <br /> <br />In response to Williams's inquiry, Proper indicated the city <br />would remove the black top on the vacated street, do some <br />grading and some filling in, which would all be a part of the <br />project cost and assessed back to the development. <br /> <br />Proper reviewed Project 86-4, stating that First Street S.E. <br />would be a Minnesota State Aid street, and recommended making a <br />cul de sac on the north end of Third Avenue in exchange for eight <br />feet of right-of-way. <br /> <br />In response to Brandt's question, Proper indicated that when a <br />property is on a corner, only the short side would be assessed <br />noting that there are some properties that will not be assessed <br />for this rehabilitation project, but would be assessed at a <br />future time when the street on the short side of their lot is <br />improved. <br /> <br />Page Nine <br /> <br />Project 86-4, Street <br />Rehabilitation <br />Resolution 86-26 <br />lO:28-10:54pm <br />
