<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Public Hearings, continued <br /> <br />Motion by Benke, seconded by Schmidt, to APPROVE RESOLUTION <br />REVOKING A PART OF THIRD AVENUE N.W. AS A MUNICIPAL STATE AID <br />STREET AND ESTABLISHING A PART OF FIRST AVENUE N.W. AND EIGHTH <br />STREET N.W. AS MUNICIPAL STATE AID STREETS, AND TO ELIMINATE A <br />PORTION OF THIRD AVENUE BETWEEN EIGHTH STREET AND NINTH STREET. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Benke, seconded by Schmidt, to HOLD THE ASSESSMENT <br />HEARING FOR PROJECT 86-1 IN 1987. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke asked when staff anticipated the contract would be <br />awarded; Proper responded the plans and specifications would be <br />presented for council approval in May, with the bid to be <br />awarded in June 1986. <br /> <br />Benke asked those in the audience to let their neighbors know <br />the city needs to know whether or not they have galvanized <br />connections, in addition to any idiosyncrasies for various <br />properties. <br /> <br />(Council took a brief break.) <br /> <br />Proper reviewed Project 86-2 for streets and utilities for Bel- <br />Air Park No.9, indicated the special assessment costs and the <br />schedule for the project, stated the monies for the parking lot <br />would be coming from the city's sources. Proper stated this is <br />a two-year project: completion of the utilities and the gravel <br />base of the street would be completed by October 1986, with the <br />final curbing and surfacing to be completed by July 1987 due to <br />the soils requiring a compaction through a freeze-thaw cycle. <br />The Assessment Hearing would have to be held in August 1987. <br /> <br />Proper advised that the developer, Mr. Murlowski, has a verbal <br />agreement to purchase a portion of the property on the west side <br />of 12th Avenue which would be included in the development, but <br />they would be choice lots and, therefore, would be larger lots; <br />Proper also noted that everything above the dotted line of the <br />diagram would be one hundred percent special assessed because <br />it is a first time charge for the street, utilities, curbs, etc. <br /> <br />With regard to the name of the court, Proper believed the name <br />had been approved before the plat had been filed. <br /> <br />Burt Emerson, 45 - 12th Avenue, asked for clarification that he <br />would be assessed at the rate of $15.54 per front foot; Proper <br />so clarified. <br /> <br />Page Eight <br /> <br />Project 86-2 - Bel- <br />Air Park No. 9 <br />Streets/Utilities <br />Resolution 86-25 <br />10:15-10:28pm <br />
