<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Page Seven <br /> <br />Public Hearings, continued <br /> <br />Tom Deshane, 745 Fifth Avenue N.W., asked if they would condemn <br />part of the alley, and why part of the alley was vacated in the <br />first place. <br /> <br />Proper responded that records do not indicate the history of the <br />vacation, and stated if the residents on that street request <br />that the vacation be lifted, the city would consider it. <br /> <br />A resident stated the alley had been vacated because it went <br />through the church parking lot; now the funeral home is there <br />with a retaining wall. <br /> <br />Jim Kozak, 675 Third Avenue N.W., endorses the project; asked if <br />his street would be covered up or torn out and replaced with new <br />asphalt; Proper stated there would be six inches of gravel under <br />three inches of asphalt. <br /> <br />With regard to Kozak's and his neighbor's freezing water main <br />problem, Proper will look at them and perhaps either cut them <br />down or insulate them. <br /> <br />Duane Van Heel, 609 Fourth Avenue N.W., questioned the placement <br />of the retaining walls; Proper stated that south of Sixth Street <br />and Fourth Avenue the city would look into that design detail. <br /> <br />Dahms asked staff to be more specific when there are differences <br />in correspondence to the residents, and asked if the trees on <br />Fourth Avenue would be lost when the road is widened; Proper did <br />not believe the trees would be lost, but would know more later. <br /> <br />Denny Dupre, 790 First Avenue N.W., asked about the copper water <br />main on Eighth Street; Proper stated the city would no nothing. <br /> <br />Dahms asked if the city anticipated any changes in the street <br />grades; Proper indicated there would be very little changes, only <br />some improvements. <br /> <br />As there were no further questions from councilmembers or the <br />audience, Schmidt moved, seconded by Williams, to CLOSE THE <br />PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Gunderman, to APPROVE RESOLUTION <br />ORDERING IMPROVEMENT AND AUTHORIZING PREPARATION OF PLANS AND <br />SPECIFICATIONS FOR PROJECT 86-1, THE REHABILITATION OF STREETS <br />AND ALLEYS IN THE OLD DOWNTOWN RESIDENTIAL AREA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />
