<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Public Hearings, continued <br /> <br />Roger Oalzen, 687 Fourth Avenue N.W., does not like to see Third <br />Avenue closed off and would like to have access through that area <br />(by St. John's Church); stated Seventh Street is the correction <br />line and asked if his two lots (40' and 37-1/2') would each be <br />assessed at 40'. <br /> <br />Proper stated Oalzen will be assessed for the actual footage. <br /> <br />Oalzen approves of the project as a whole, but asked where the <br />city makes the cut off, who puts a limit on the bids? <br /> <br />Benke stated that when bids are received, the council needs to <br />approve the low bid. As to the question of overage, Benke <br />stated he felt if it was substantially higher than the estimates, <br />council would reconsider. <br /> <br />Bob Dalzen, 690 Third Avenue N.W. asked for clarification of the <br />price from the stub to the meter; Proper indicated the cost of <br />installing the stub was $600, and that should the residents wish <br />to have the city's contractor install it to the meter, the cost <br />to the resident would be an additional estimated $400, at $13 <br />per foot, for a possible total of $1000. <br /> <br />Bob Dalzen inquired about the width of the alleys; Proper <br />believed they were 14 feet. <br /> <br />In response to Bob Oalzen's question, Proper indicated a strip <br />on the edge of the alley would be left for poles and utilities. <br /> <br />Tony Bona, 703 Second Avenue N.W., stated he was definitely in <br />favor of the project, noting the alleys are in bad shape; asked <br />how the open storm sewer will be treated when the street is <br />repaired; Proper stated a storm sewer would be brought in from <br />Third Avenue to that intersection with catch basins and that <br />ditches would be filled in. <br /> <br />Bona asked if Second Avenue would be built up to take care of <br />new asphalt; Proper stated all water would drain to streets, and <br />that if property had an asphalt driveway, it would be replaced <br />with asphalt, and concrete would replace concrete. <br /> <br />Dick Loscheider, 566 Fourth Avenue, stated he wholeheartedly <br />appreciates the project, then questioned a tree is the alley's <br />right-of-way; Proper will work with the residents on the <br />possibility of removing the tree. <br /> <br />Oave Van Hatten, 642 First Avenue, stated he is favor of the <br />project, believing it is well-needed and timely; especially in <br />favor of removing the elevation at Second Avenue and Sixth <br />Street; questioned the planned rehabilitation for Sixth Street <br />between First and Second avenues where a good base was indicated, <br />felt it may need more than just overlay. <br /> <br />Page Six <br />
