<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Public Hearings, continued <br /> <br />Bourdeaux asked for confirmation that a good alley would not be <br />upgraded; Proper stated that the alley between Third and Second <br />Avenues had been paid for by the city for the lift station, and <br />he will take another look at the area. <br /> <br />Jim Petrowski, Second Avenue, asked about having the lift <br />station replaced; Proper stated the station is not in the alley, <br />but rather off to the side and that a new lift station would be <br />considered when the land south of County Road E was developed, <br />and explained the large cost to resolve the issue at this time. <br /> <br />Petrowski asked why the project needs to be done this summer <br />rather than waiting for three or four years; Proper explained <br />that the city's plan is to improve and rehabilitate streets on a <br />schedule so that not all have to be done at once, and stated <br />that if this particular project is done in a few years, the <br />costs would be higher. <br /> <br />Petrowski asked how the costs would be affected by lower oil <br />prices;'Benke stated the costs at the Assessment Hearing may be <br />higher or lower, all costs at this time are estimates, and that <br />the contractor would have to honor his bid. <br /> <br />Danny Dahms, 675 Fourth Avenue N.W., felt the streets and alleys <br />need to be done at this time, but felt residents should be <br />allowed to hire their own contractors to extend the water service <br />from the water main to the stub in the street; Proper explained <br />that could be done, but that the cost would be high because it <br />would have to be done before or after the actual street construc- <br />tion as having more than one contractor present presents a lia- <br />bility problem. Proper stated further that the residents would <br />also have to pay to have the street repaired. <br /> <br />Williams noted, too, that if residents with short runs had a con- <br />tractor install the copper, the cost to residents with long-runs <br />would be increased. <br /> <br />Schmidt commented that council did not view this as an adversar- <br />ial project, and that the city is trying to do only what is <br />necessary; the city tries to inventory all of its streets and <br />determine when streets are in need of replacement because patch- <br />ing ultimately costs more money. <br /> <br />Benke noted that the former and present council did discuss and <br />consider whether or not to defer this project for another year <br />or two; tonight council received a report on the Old Highway 8 <br />Corridor which concludes that this particular neighborhood is <br />now and will continue to be a very important residential area <br />for downtown and for the entire city; one way to help reinvest <br />in the property is to provide a good street and sewer system. <br /> <br />Page Five <br />
