<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1986 <br /> <br />Public Hearings, continued <br /> <br />Schmidt stated then that everyone will be saving monies because <br />we are using MSA funds; Proper so clarified. <br /> <br />In response to questions concerning alleys, Proper stated that <br />all of the alleys in the project area had been inspected and <br />that, if it had been found that alley work already been done by <br />residents was adequate, the alley would not be rehabilitated and <br />the residents would not be assessed for any rehabilitation costs. <br /> <br />-As council had no further questions, Benke received into the <br />minutes letters received regarding this project from Robert G. <br />Johnson, Gary and Elizabeth Bar, Paul Ryback, and Nicholas <br />Francis. <br /> <br />In response to Brandt's question concerning alleys, Proper <br />advised that all alleys have garages and did not believe it would <br />be feasible to eliminate any of the alleys, noting that enough <br />homes with driveways from the street still needed backyard access <br />and that future garages may be built with a need for an alley. <br /> <br />Benke asked if there would be a cost to residents for feeder <br />lines; Proper replied affirmatively. <br /> <br />Jeanette Janecek, 2555 Eight Street N.W., owner of property at <br />721 Fifth Avenue N.W., asked if there would be an assessment <br />placed for the alley which had been vacated; Proper stated that <br />the vacated portion of the alley behind Fifth Avenue would neither <br />be improved nor assessed. <br /> <br />Tom Chock, 857 Third Avenue N.W., stated he was not in favor of <br />making Third Avenue a State Aid street. <br /> <br />In response to Benke's request, Proper stated the upgraded street <br />will not affect the current volume of traffic. <br /> <br />In response to Chock's question, Proper indicated he had looked <br />at how a 32-foot and a 36-foot street would fit and did not see <br />any problems with regard to driveways, although a retaining wall <br />may need to be built by the nursing home and perhaps an area on <br />Fourth Avenue will also need a retaining wall. <br /> <br />Chock asked if parking would be permitted on both sides of Third <br />Avenue if it were not a State Aid street. Schmidt indicated <br />that it would cost the city not to have a state Aid street, and <br />stressed that the traffic pattern would not be changed. <br /> <br />Rene Bourdeaux, 545 Third Avenue N.W., felt that truckers would <br />use Third Avenue; Proper explained Ramsey County's Five-Year Plan <br />includes the improvement of the narrow piece of Fifth Avenue <br />which, when connected with E2, would probably remove any truck <br />traffic on Third Avenue. . <br /> <br />Page Four <br />
