AND FIRST <br />AVENUE N.E. FOR THE MAY 13, 1986, COUNCIL MEETING AT 7;30 P.M. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Williams, to AUTHORIZE THE MAYOR <br />AND CITY MANAGER TO EXECUTE A DEVELOPMENT AGREEMENT BY AND <br />BETWEEN THE CITY OF NEW BRIGHTON, MINNESOTA, AND DON P. TRAINOR <br />AND PHYLLIS A. TRAINOR, AND AN ASSESSMENT AGREEMENT AND ASSESSORS <br />CERTIFICATION BY AND BETWEEN THE CITY OF NEW BRIGHTON, MINNESOTA, <br />AND DON P. AND PHYLLIS A. TRAINOR. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Benke, seconded by Williams, to CONTINUE THE PUBLIC <br />HEARING ON PL-145 FOR MILLER/BASIC INDUSTRIES UNTIL APRIL 22, <br />1986. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />With regard to the next four public hearings, Benke stated the <br />order would be for staff to make presentation, council would <br />have the opportunity to ask questions, then followed by audience <br />participation. <br /> <br />Proper reviewed Project 86-1 (the rehabilitation of streets and <br />alleys in the old downtown residential area), showed slides of <br />the existing street conditions, explained the proposal and the <br />assessment costs involved, and stated his recommendation to pro- <br />ceed with the project in 1986. <br /> <br />Benke asked what the charge would be to have a resident do his <br />own work on connecting the water service from the street to a <br />residence; Proper felt the contractor's fee of $13.00 per foot <br />was a good price because no mobilization costs were involved. <br /> <br />Proper reviewed the time schedule for the project and asked <br />council to consider holding the Assessment Hearing a year after <br />construction, in September of 1987. <br /> <br />Schmidt inquired if the MSA funds benefited the entire project; <br />Proper responded that State Aid allows us to collect 100% of a <br />larger project, stating we have a State Aid balance of $1 million <br />and we need to spent it down in order to avoid penalties. <br /> <br />Page Three <br /> <br />PL-145, Miller/Basic <br />Industries <br />Report 86-71 <br />7:50-7;51pm <br /> <br />Public Works Projects <br /> <br />Project 86-1 - Reha- <br />bilitation/Streets <br />and Alleys in Old <br />Downtown <br /> <br />Resolution 86-24 <br />7:51-10:00pm <br />
