<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 11, 1986 <br /> <br />Gunderman asked what the impact would be if the building were <br />turned slightly to more directly face Silver Lake Road; Briggs <br />stated the parking would be within 25 feet of the neighbors which <br />would obliterate all of the existing foliage, and it would reduce <br />the highest portion of the site which would then require a six- <br />foot retaining wall to be built next to the neighbors. <br /> <br />Gunderman asked how close the site is from Silver Lake Road; <br />Briggs responded it is 30 feet from the right-of-way, or 45 feet <br />from the curb. <br /> <br />Williams stated the parking depends on availability of land from <br />the church and asked how the negotiations were going; Briggs <br />presented a letter from the church stating it is negotiating with <br />the developer for the church's land. <br /> <br />Benke read the letter, dated February 11, 1986, from Atonement <br />Luthern Church, 1980 Silver Lake Road, stating it is negotiating <br />wit~ the Harstad Companies for the purchase of a parcel or the <br />whole of its property, signed by Reverend Vance. <br /> <br />Briggs stated the church is in the process of having the proper- <br />ty appraised, after which time they will be making a proposal to <br />Harstad Companies for a sale price. <br /> <br />Williams asked if water storage would damage landscaping on the <br />west side of the parcel; Briggs restated that he will be putting <br />in plantings, and the Rice Creek Watershed District agrees they <br />are in compliance with its regulations. <br /> <br />Williams expressed concern that the swail be designed in such a <br />way that landscaping will withstand flooding as well as salt and <br />any other materials that are likely to flow into it from the <br />parking lot; Briggs stated the swail abuts the apartment garages <br />which would not have a negative impact on the neighbors, but <br />would have a negative impact on the proposed project if it was <br />not constructed properly. <br /> <br />Schmidt stated that because this site is over five acres we have <br />to have the ponding on the site; and asked what the ongoing <br />relationship is between the city and the Rice Creek Watershed <br />District for such projects; Proper stated it remains as it always <br />has been because the Rice Creek Watershed District has not yet <br />adopted their plan or given the city criteria for the adoption of <br />our Storm Water Managment Plan. <br /> <br />Proper asked if the developer is required to pond the difference <br />between the developed and undeveloped or if they would just need <br />to treat for the one-year storm; Briggs stated the Rice Creek <br />Watershed District asked the developer to pond the difference <br />and that is what they are proposing to do. <br /> <br />Page Eight <br />
