<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 11, 1986 <br /> <br />Schmidt asked how that fit with the plan we have adopted; Proper <br />responded that under certain conditions the city can forego the <br />ponding of the water, runoff between developed and undeveloped <br />conditions which requires a large pond and just put in a pond <br />where the water will go through a baffle in a configuration at a <br />rate of about half-a-foot per second to get some primary treat- <br />ment to drop off the grit and the solids, etc. That requires a <br />much smaller ponding area, and believes the applicant is treating <br />only for quality. <br /> <br />Briggs noted that at times there might be as much as a foot of <br />water; Proper stated it would not make much difference, and is <br />concerned about the treatment of the one year storm and getting <br />some water quality treatment in the swail area. <br /> <br />Briggs stated they have to comply with regulations and talked to <br />Mr. Willenbringer, Rice Creek Watershed District's Chief Engineer, <br />who indicated their plans were satisfactory. <br /> <br />Brandt asked if there would be water of any depth in the swail; <br />Briggs indicated that only during a rain storm because it drains <br />into a catch basin into the sewer. <br /> <br />Schmidt questioned the jurisdictions; Briggs stated they need to <br />comply with whichever jurisdiction has the most stringent regula- <br />tions. <br /> <br />Benke asked if Mr. Harstad or previous owners had been compensat- <br />ed for what was, in effect, the public taking of that part of the <br />parcel; to his knowledge, Briggs was unaware of any such compen- <br />sation. <br /> <br />Brandt expressed concern about the location of the air-condition- <br />ing units; Briggs stated they would be screened wherever they <br />would be located, and would have some type of a baffling system. <br />Would like to use some ventilating equipment used in the base- <br />ment for the air-conditioning, noting the worst location would <br />be on top of the building. <br /> <br />Brandt asked if it would be possible for units to be placed on <br />the western side of the building; Briggs indicated two possible <br />locations, the ultimate location could be a condition in the <br />variance. <br /> <br />Benke felt it could be assumed as a given that the units would <br />not be placed on the western side, if the variance is approved. <br /> <br />In looking at the landscape plan, Williams wondered about the <br />species, size, and location of trees; Briggs indicated a plan <br />from a landscape architect would be coming, noting they would be <br />12-14 foot evergreen trees to compliment the existing trees. <br /> <br />Page Nine <br />
