<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 24, 1985 <br /> <br />Proper had nothing further to add the the staff report concerning <br />the bids on sanitary sewer main repairs. <br /> <br />Motion by Harcus, seconded by Blomquist, to AWARD THE BID FOR <br />SANITARY SEWER REPAIRS PROJECT 85-23 TO BROWN AND CRIS, INC., THE <br />LOW BIDDER, IN THE AMOUNT OF $67,522.00. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Krueger had nothing to add to the staff report concerning an <br />amended sign ordinance. <br /> <br />Benke made staff aware of a few changes in the proposed amended <br />sign ordinance and moved, seconded by Blomquist, that THE NOTED <br />QHANGES BE MADE IN THE PROPOSED ORDINANCE AMENDMENT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Harcus, to WAIVE THE READING, HOLD <br />THE SECOND READING, ADOPT, AND ORDER PUBLICATION OF AN ORDINANCE <br />AMENDING CHAPTER IX OF THE NEW BRIGHTON ZONING CODE PERTAINING TO <br />SIGNS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda had nothing further to add to the staff report concerning <br />the authorization of an increase in basic cable television service <br />rates by Group W. <br /> <br />Schmidt statec! that the ["orth Suburban Cable Comr:~ission recommends <br />that New Brinhton, and every city in the Ccm~ission's jurisdiction, <br />take no action to approve the ;~ates, but allov.' the rate incr2a~e to <br />go throush unde. the "passive tate" orocedure in the F.arrchise <br />fIrE r,dr;.e n t. <br /> <br />Schmidt summarized that Congress, in 1984, said in December, 1986, <br />cities would have no control over cable rates. The public is <br />really going to be the just of what those rates out to be. Group W <br />is proposing a twenty-five percent (25%) increase at this time. <br /> <br />Schmidt continued that the Cowmission has control over public access; <br />the commission will monitor service through the Cable Administrator, <br />and will award grants for pUblic access purposes. <br /> <br />In response to Janecek's question, Schmidt stated the proposed <br />resolution is designed so Group W knows if one of the ten cities <br />will stop them in midstream in terms of marketing the new rates; the <br />resolution is the only way to avoid going through the entire rate <br />review process.
