<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 10, 1986 <br /> <br />Public Hearings, continued <br /> <br />Proper reported that primary lines run in the alley west of Long <br />Lake Road to Sunnyside Terrace; Pritchard stated NSP could leave <br />the overhead as it is because it is not on the main roadway but <br />prefers to have all feeders underground rather than overhead. <br /> <br />Martin further commented that if the cable is laid between the <br />curb and the sidewalk, there would be a problem with sign mainten- <br />ance; Leonard indicated the County would like to have the cable <br />laid at least four feet from the curb for signs. <br /> <br />With regard to cost estimates of the project, Benke asked at what <br />point and to what extent does the City have some agreement as to <br />what the real prices are and when does the city ultimately come to <br />some arrangement for payment, should the decision be made to go <br />underground. <br /> <br />Harold Coinan, NSP, stated if the city orders the underground <br />system, NSP would get final plans and would get a good idea at <br />that time of a solid estimate which would be the firm price; <br />presumed money would be due at the time the investment is made. <br /> <br />Benke asked what cost to the city would be incurred if council de- <br />cides to proceed with underground and then abandons the project; <br />Coinan stated NSP expects the City to pay NSP's engineering costs <br />which will be approximately $15,000, or five percent of the total <br />project cost. <br /> <br />Brandt indicated she would be hesitant to provide an option to <br />go underground and overhead in different areas; and would favor <br />going underground for the safety consideration. Regarding the <br />boxes, Brandt felt they could be made to blend in fairly well. <br /> <br />Martin stated that residents from Longview to Sunnyside should <br />have the option of underground and overhead, and stated he does <br />not want a box in his yard. <br /> <br />Benke stated that upon receipt of input, he has doubts and con- <br />cerns and feels a determination will be made once the system de- <br />sign is completed along with costs; continues to feel if we can <br />make the pieces fit together this would be the desirable thing to <br />do. <br /> <br />Benke feels council should request NSP to do the design on the <br />north portion and to direct staff to do some comparison analyses <br />of alternative funding. <br /> <br />Schmidt asked when plans would need to be finalized; Leonard felt <br />the County would have no problem until the preconstruction confer- <br />ence; Pritchard would need to know one month prior to construction <br />as they need to be sure to have materials on hand and may need to <br />hire additional crews. <br /> <br />Page Fourteen <br />
