<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 10, 1986 <br /> <br />Public Hearings, continued <br /> <br />Motion by Benke, seconded by Schmidt, to DIRECT THE PREPARATION <br />OF PLANS FOR UNDERGROUNDING UTILITIES IN THE AREA CONSISTENT <br />WITH THE IMPROVEMENT PROJECT 85-1 AND TO DIRECT STAFF TO FURTHER <br />RESEARCH THE FINANCING ARRANGEMENTS AND TO REPORT BACK AS SOON <br />AS IT IS CONVENIENT FOR FINAL COUNCIL APPROVAL. <br /> <br />Roger Bue, 1240 Long Lake Road, asked if it had been considered <br />how much it would cost to replace underground wiring in 30 or 40 <br />years; Benke stated that was a factor that would be considered. <br /> <br />Coinan stated future maintenance would not be a problem to the <br />City; it would be shared by the customers system-wide. <br /> <br />Schmidt stated that, in looking at the number of capital improve- <br />ment projects the council is responsible for in any year, he feels <br />comfortable in putting it in with our other projects for improve- <br />ments, recognizing there will have to be replacement and mainten- <br />ance costs. <br /> <br />In response to a resident's question, Benke stated when replace- <br />ment occurs, the cost will be paid by NSP; the difference between <br />repairing an overhead line and an underground line will be minute <br />on residents' bills. <br /> <br />Schmidt stated that, in regard to his earlier question about un- <br />derground systems in new developments, Long Lake Road does deserve <br />to be improved and any costs 25-35 years from now will be born by <br />the entire NSP system, just as the consumers will pay for the <br />costs of all of the other developments for undergrounding. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Pritchard asked for four to six weeks to prepare final design <br />plans; and Coinan asked for an engineering contract, <br /> <br />Motion by Schmidt, seconded by Brandt, to AUTHORIZE THE MAYOR AND <br />THE CITY MANAGER TO SIGN A WORK REQUEST FOR AN AMOUNT NOT TO <br />EXCEED $15,000 FOR ENGINEERING COSTS PROJECTED FOR THE DESIGN <br />STUDY FOR UNDERGROUND UTILITIES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Norell stated the loss of three feet, due to survey error, hurts <br />his property; sidewalk has more impact on the neighbors and him- <br />self. <br /> <br />Benke stated those are the kinds of details council needs to <br />direct Leonard to work out. <br /> <br />Benke asked if NSP could bury cables below the sidewalk; Leonard <br />stated that would give maximum protection, but NSP might have a <br />problem with access in the future. <br /> <br />Page Fifteen <br /> <br />Project 85-1, <br />Phase Two <br />
