<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 22, 1986 <br /> <br />Krueger stated the issue was how much water would be there and <br />how often it would be standing water; City Engineer has indi- <br />cated he would prefer this to be a dry holding area that would <br />be able to hold water during heavy rain. <br /> <br />Proper indicated it would be a dry pond, a temporary floodable <br />area; the water would drain through a control structure with a <br />baffle to give primary treatment to the water. <br /> <br />Benke indicated that other discussion was that the construction <br />of Seminary Drive would overlap some current drainage, giving <br />less of a water problem after construction., which is subject to <br />review and consideration. <br /> <br />Mills stated the intentioln of the Semoinary is to convert the <br />land into endowment; neither the realtors nor the contractors <br />have found the back-yard-to-side-lot lines from prohibitive from <br />entering into a house building project; and neither the archi- <br />tect nor the developer feel drainage to be a problem as the <br />standing water is always brief and temporary. <br /> <br />Schmidt stated that the fact that it is a single family develop- <br />pment and the lack of concerned neighbors at this meeting seems <br />to indicate this would be type of development is in character <br />with the neighborhood than what had been considered earlier. <br /> <br />Mills indicated the neighbors had been involved with the <br />planning both at meetings and at the Planning Commission <br />meeting. <br /> <br />Benke asked for confirmation that both the Planning Commission <br />and Council would see the plans again; Krueger so confirmed. <br /> <br />There being no questions or comments from the audience, motion <br />by Schmidt, seconded by Benke, to WAIVE THE READING AND ADOPT A <br />RESOLUTION APPROVING PRELIMINARY PL-147 SUBJECT TO CONDITIONS; <br />WAIVE THE READING AND ADOPT A RESOLUTION APPROVING SP-133 <br />SUBJECTO TO CONDICTIONS; AND AUTHORIZING STAFF TO INITIATE THE <br />FEASIBILITY STUDY FOR STREET AND UTILITIES IMPROVEMENTS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda had nothing to add to the staff report concerning a labor <br />agreement with Local 17 for Powerhouse employees. <br /> <br />Motion by Benke, seconded by Schmidt, to APPROVE A TWO-YEAR <br />LABOR AGREEMENT WITH LOCAL 17 FOR 1986-1987 FOR POWERHOUSE <br />EMPLOYEES, AND AUTHORIZE THE MAYOR AND THE CITY MANAGER TO SIGN <br />SUCH AGREEMENT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Page Eleven <br /> <br />Labor Agreement with <br />Local 17 for Power- <br />house Employees <br />Report 86-102 <br />
