<br />Council Minutes <br />Apri 1 23. 1 985 <br /> <br />I <br /> <br />Winkels noted there is nothing in our current code to enable <br />this type of housing and that we may have to amend our zoning <br />code. <br /> <br />In response to Blomquist's question. Benke stated the request <br />to the Commissions would be to study the issue and make <br />recommendations as to the needed changes to the city's ordin- <br />ances to facilitate such a use in our city. <br /> <br />Harcus believes community-wide hearings would be needed. <br /> <br />Benke stated he would rather form a task force to focus some <br />discussion on this issue which would be both a study and an <br />educational process to identify the concerns and issues be- <br />fore we have an application. <br /> <br />Janecek noted that the task force should look into the impact <br />on property values. and that a policy decision needs to be <br />made. <br /> <br />I <br /> <br />Motion by Benke. seconded by Janecek, to DIRECT THE COUNCIL <br />REPRESENTATIVES TO THE PLANNING COMMISSION AND THE HUMAN <br />RIGHTS COMMISSION TO COMMUNICATE COUNCIL INTEREST AND/OR <br />CONCERN ON THIS ISSUE AT THEIR NEXT MEETING AND REVIEW WITH <br />THEM POSSIBLE COURSES OF ACTION AND REPORT BACK TO COUNCIL <br />FOR SUBSEQUENT ACTION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda reviewed staff's need to know what the council would <br />like to do concerning broadcasting meetings so that staff <br />can respond and follow council's wishes. <br /> <br />Harcus expressed concern about the time element involved <br />if the meetings are broadcast live. felt some would tend to <br />make speeches; also noted he would like the meetings to be <br />informative. <br /> <br />I <br /> <br />Blomquist suggested airing a brief synopsis of what is on <br />the agenda and encourage participation; suggested these <br />highlights could be aired the Monday before council meetings. <br /> <br />Schmidt advised council that our character generator can be <br />utilized to show viewers what is scheduled in the city. and <br />indicated it would be a mistake not to use cable television <br />to its fullest. noting that in the future every franchise <br />dollar will generate franchise fees. Schmidt stated he is <br />trying to get the North Suburban Cable Commission's Executive <br />Committee to adopt a policy as to what will be done with the <br />franchise fee. stating it was clear that each city would re- <br />tain its right to spend money for cable-related activities. <br />The balance between what the city receives and what it spends <br />will go to the Commission or to public access.
