Council Mi nutes
April 23. 1985

I

Harcus would like to see us broadcast and publish agenda in
more detail; Blomquist would like to have a brief discussion
of the agenda items and what is recommended or the actions
that will be taken; Schmidt couldn't support not broadcasting
the City Council meetings.

Harcus would like to review tapes for a few months to see
how the meetings may be improved and. if we are not accom-
plishing what we intended then go to a recap of each meet-
i ng.

Blomquist would prefer a preview Of what is going to happen;
not opposed to live broadcasting but is concerned with
length and "showcasing" at the meetings.

Benke felt an advance broadcast would encourage people to
participate; weekly or bi-weekly highlights would be useful;
and city council broadcast should not be edited, Benke felt
that in the future we could establish rules if problems have
developed concerning the time, and that through experience we
can learn if it's worth staff time and effort.

I

Janecek feels we should use the mayor or staff to give a con-
cise summary of what is going to be discussed. whether or not
we broadcast live.

Harcus stated we should try a taped discussion as a preview
of the upcoming council meeting and a live broadcast of the
meeting. noting we should monitor costs involved.

Schmidt stated a concept of a New Brighton Communication
Officer has merit; the Officer would be interviewed by the
Commission's administrator. hired by Group W. and would
assist in the development of our use of the government access
channel, would be involved with working with churches for the
religious channel. and likewise for the library channel, etc.
Schmidt will report back to council on policies adopted by
the Commission.

Motion by Harcus. seconded by Janecek, that THE CITY OF NEW
BRIGHTON TAPE. FOR WEEKEND BROADCASTING, COUNCIL PREVIEW
WITH DESCRIPTION OF ITEMS ON AGENDA. BROADCAST CITY COUNCIL
MEETINGS LIVE. DIRECT STAFF TO MONITOR EXPENSES, AND TO HAVE
STAFF CONSIDER THE IMPLICATIONS OF PREPARING A PROGRAM FOR
WEEKENDS WHEN THERE IS NO COUNCIL PREVIEW.

I

5 Ayes - 0 Nayes. Motion Carried

Fridgen had no addition to the report concerning the Theisen
Vending Company contesting our licensing fees, noting that
no comparison study had been done pending council's request.

Benke asked if there had been any indication that machines
had not been installed because of tfie high fee.

Page Eleven

License Fees -
Electronic
Amusement
Devices
Report 85-125
