Council Minutes
Apri 1 23. 1985

I

Fridgen responded that because of the decline of the business,
it would be difficult to know if machines had not been in-
stalled because of our fee.

Tom Theisen, Theisen Vending Company, stated he had a survey
of fees charged by every city in the seven-county metro area,
noting that New Brighton's fees were among the highest; the
fees generally reflect that when the business of electronic
amusement devisers decreased, the fees decreased also.
Theisen noted that the value of the license is more than the
value of the machine; he did pay New Brighton under protest
and would like some type of rebate; recommended $25 fee on
each machine with no owner's fee.

Schmidt indicated our policy was adopted to deal with amuse-
ment centers.

Motion by Harcus, seconded by Blomquist, to DIRECT STAFF TO
REVIEW FEES CHARGED BY OTHER MUNICIPALITIES AND MAKE A
REC~~ENDATION TO COUNCIL,

I

Benke asked staff to consi der the number of machi nes today
versus years ago and asked Mr. Theisen if he could provide
his information to our staff.

Theisen noted that a video machine requires much less policing
than a coffee machine or a cold machine, yet the video license
fee is much higher than food machines. and feels more games
would be placed if a smaller fee were to be charged.

5 Ayes - 0 Nayes, ~10tio;1 Carried

Announcements and Updates

Harcus announced:

1. Received letter from Senator Mcquaid concerning a
council the governor has formed (modeled after the
U.S. Advisory Council for Intergovernment Relations)
and they are asking our assistance In identifying
issues that are important to local governments. Benke
feels the organization could be a forum for airing
intergovernmental problems. especially on a vertical
scale (ie. Comparable Worth "compromise").

Page Twelve

Announcements and
Updates

Minority Issues
Advisory Committee
Appointments

HUD Grant

Governor's Council
