<br />Coundl Mi nutes <br />April 23. 1985 <br /> <br />I <br /> <br />Krueger reviewed the staff report noting the request for <br />site plan approval to construct a car wash is the same as <br />submitted in June of 1984 except this request is for a <br />building twenty feet longer to allow for vacuuming and <br />drying cars in the building, Krueger advised council that <br />the applicant. John Welsch, and the architect were present <br />to show plans and to answer council's questions. <br /> <br />In response to Harcus's inquiry, lolelsch responded that <br />the sporting goods store would be constructed in about one <br />and one-half years. ' <br /> <br />I <br /> <br />Motion by Janecek, seconded by Blomquist, to APPROVE LP-l77 <br />SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. THE CURBING IN THE NORTHEAST CORNER OF THE DRIVE AREA <br />BE LOCATED TO PROVIDE FOR A 25-FOOT BUFFER STRIP ALONG <br />THE NORTH PROPERTY LINE TO A POINT 35 FEET WEST OF THE <br />EAST PROPERTY LINE. <br />2. A ROW OF BLACK HILLS SPRUCE BE PLANTED TWELVE FEET ON <br />CENTER IN THE BUFFER ZONE ALONG 22A STREET. <br />3. ALL AREAS OF UNUSED LAND BE SEEDED AND MAINTAINED. <br />4. ONE HANDICAPPED PARKING STALL BE PROVIDED. <br />5, ALL CURB CUTS OBTAIN APPROVAL FROM RAMSEY COUNTY. <br />6. SUBJECT TO SITE AND BUILDING PLANS AS SUBMITTED AND <br />SIGNED BY THE APPLICANT AND THE CITY PLANNER. <br /> <br />Harcus asked when construction would begin; Welsch respond- <br />ed construction would begin in about thirty days. <br /> <br />5 Ayes" 0 Nayes, Motion Carried <br /> <br />Krueger reviewed the staff report concerning a request to <br />relocate a single family home into New Brighton and passed <br />around pictures of the house in question, noting the appli- <br />cant was present to answer council's questions. <br /> <br />Following a discussion on Condition #5 of the proposed <br />resolution (That a landscaped planting island be created <br />in the driveway). councilmembers concurred the condition <br />should be eliminated. <br /> <br />I <br /> <br />Motion by Harcus, seconded by Blomquist, to WAIVE THE READ- <br />ING AND ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND <br />RECOMMENDING APPROVAL OF SP-120 FOR THE RELOCATION OF A <br />HOUSE SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. A FINAL GRADING AND DRAINAGE PLAN BE SUBMITTED TO THE <br />CITY ENGINEER FOR REVIEW AND APPROVAL PRIOR TO ANY <br />CONSTRUCTION. <br />2. THE REQUIRED PERMITS BE OBTAINED FROM THE NEW BRIGHTON <br />POLICE DEPARTMENT TO MOVE A HOUSE ALONG CITY STREETS. <br />3.
