Council Minutes April 23, 1985 I Schmidt continued that he would prefer to take action tonight to deny the permit to let everyone know sooner rather than later what the ultimate action is going to be. Benke stated that the Planning Commission discussed whether or not there would be more traffic. Although the PDQ on County Road D is in a B-3 district, the Planning Commission discussed whether the pumps would be a convenience for shoppers rather than create new traffic. Benke felt that pumps creates new traffic and gas pumps at the Tom Thumb site would draw more traffic and create potential traffic hazards. Benke further commented that moving the pump sites to the west would be closer to the bridge and would add to the probability for accidents; would rather assist Tom Thumb in moving to another site. 5 Ayes - 0 Nayes, Motion Carried I Harcus commented on the amount of liability insurance stated in the proposed resolution; felt it should be determined each year by City Attorney and City Manager. Benke felt the dollar amount of assistance provided to Stock- yard Days, Inc. needs to fit into the budget process. Blomquist suggested an additional paragraph in the proposed resolution to have a follow-up report prepared by the City Manager indicating how much time and money is spent which can be brought into the budgeting process. Motion by Harcus, seconded by Benke, to WAIVE THE READING AND ADOPT A RESOLUTION FOR STOCKYARD DAYS, INC., SPONSORS OF "STOCKYARD DAYS," THE CITY OF NEW BRIGHTON'S ANNUAL CIVIC CELEBRATION with the addition of a statement on insurance and a paragraph concerning a follow-up report. 5 Ayes - 0 Nayes, Motion Carried Krueger had nothing to add to the staff report concerning amendments to Section 4-580, Setback Exemptions; Section 2-620, Definition of Structure; and Section 2-621, Defini- tion of Principal Structure.
