<br />City Council Meeting <br />July 23, 1985 <br /> <br />I <br /> <br />Krueger reviewed staff report concerning a request for the city <br />council to initiate a rezoning (from R-l to R-2) by setting a <br />public hearing, stating the request is inconsistent with the <br />Comprehensive Plan. <br /> <br />Dale Cross, 725 Silver Lake Road, stated he would like to rezone <br />to sell his house, knowing of no other situation like his in New <br />Brighton. He had talked to the neighbors and no one was against <br />his proposal. <br /> <br />Harcus stated council would consider the rezoning if Cross got <br />signatures from fifty percent of the property owners within 200 <br />feet; Harcus stated that a public hearing would be needed. <br /> <br />Benke asked Krueger where the Planning Commission was in review- <br />ing the Comprehensive Plan; Krueger stated the review is yet at <br />staff 1 eve 1. <br /> <br />Krueger reviewed the staff report concerning a request by <br />Donate11e Tool, 401 Fifth Avenue N.W., for a special use permit <br />to adopt a sign plan for a two-building industrial complex. <br /> <br />I <br /> <br />Motion by Schmidt, seconded by Janecek, to WAIVE THE READING AND <br />ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND APPROVING SP-126. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda had nothing further to add to the staff report concerning <br />an agreement with Ramsey County to provide a Community Develop- <br />ment Block Grant Program, stating he believes all communities in <br />Ramsey County will be signing a similar agreement. <br /> <br />Motion by Janecek, seconded by Blomquist, to AUTHORIZE THE MAYOR <br />AND THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH RAMSEY COUNTY <br />TO PROVIDE A COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Harcus expressed concern with dollars for equipment and staff- <br />time to produce programs versus number of subscribers, feeling <br />the city's funds could perhaps be put to better use in other <br />media areas. <br /> <br />Berger explained what Columbia Heights is doing to broadcast <br />council meetings at a minimal cost. <br /> <br />I <br /> <br />Harcus asked Berger to contact other cities to see if there is a <br />measure for cable penetration. <br /> <br />Schmidt believes the penetration rate for the north suburbs is <br />about 23%, noting that the Twin Cities metropolitan area's pene- <br />tration rate is the lowest for any metropolitan area in the <br />country.
